الحاقا بكتابنا ذي العدد 2262 في 15/5/2017 الخاص بأعلان المرحلة الاولى لمشروع
((الاعمال غير المنجزة لمشروع منطقة القبلة المتكامل ( مجاري ، امطار ، ثقيلة وبلدية ))
مناقصة (10/ مجاري 2017 ) ولغرض نشر الاعلان باللغة الانكليزية لفتح مجال اكبر للشركات الاجنبية والمحلية .
استنادا الى كتاب الامانة العامة لمجلس الوزراء /دائرة شؤون مجلس الوزراء واللجان ذي العدد ش.ز.ل/10/1/15/034830 في 18/12/2016 وكتاب التخطيط والمتابعة ذي العدد 1082 في 16/4/2017 .
تدعو (محافظة البصرة / العقود الحكومية ) إلى عطاءات مغلقة من مقدمي عطاءات ذوي أهلية ومؤهلين لتنفيذ مشروع ((الاعمال غير المنجزة لمشروع منطقة القبلة المتكامل ( مجاري ، امطار ، ثقيلة وبلدية ))
- الكلفة التخمينية (343,555,213,458) ثلاثمائة وثلاثة واربعون مليار وخمسمائة وخمسة وخمسون مليون ومائتان وثلاثة عشر الف واربعمائة وثمانية وخمسون دينار عراقي ضمن برنامج البترودولار لعام 2017
- مدة التنفيذ (900يوم) .
- الدرجة والصنف المطلوبة : الدرجة ( ممتازة ) التصنيف ( انشائية ) وتبويب المشروع (19،4،3،4،16،43،3) وبعرض فني
أولاً- سيتم تنفيذ العطاء من خلال إجراءات العطاءات التنافسية الوطنية التي حددتها تعليمات تنفيذ العقود الحكومية العامة رقم (2) لسنة 2014 والصادرة من وزارة التخطيط ، ومفتوح لجميع المتناقصين.
ثانيا- يمكن للمناقصين ذوي الأهلية الراغبين أن يحصلوا على معلومات إضافية من (مديرية العقود الحكومية /قسم التعاقدات / شعبة الاعلان) في العنوان أدناه وذلك من الساعة 8:00 صباحا الى 2:00 ظهرا حسب التوقيت المحلي لمحافظة البصرة
ثالثاً- تشمل متطلبات التأهيل (على ان تكون العطاءات مستجيبة لمتطلبات المشتري ) ما يلي:
1- القدرة المالية:
على مقدم العطاء أن يقدم أدلة موثقة تثبت قدرته على القيام بالمتطلبات المالية الآتية:
أ- الحسابات الختامية معدل ربح لاخر سنتين متتالتين مصادقة ومدققة من قبل محاسب قانوني معتمد.
2- معدل الايراد السنوي على مدى اخر سبع سنوات يجب ان لا يقل عن(206,133,128,000) مائتان وستة مليار ومائة وثلاثة وثلاثون مليون ومائة وثمانية وعشرون الف دينار عراقي محسوبا من الدفعات الكليه المستلمة عن الاعمال المنفذة للعقود المنجزة او تلك المستمرة خلال السنوات (7)
3- الخبرة والقدرة الفنية:
أ-
متطلبات السيولة النقدية : على مقدم العطاء توضيح المقدرة المالية وتوفير الموارد المالية كالسيولة النقدية لايقل عن مبلغ قدره (114,518,404,000) مائة واربعة عشر مليار وخمسمائة وثمانية عشر مليون واربعمائة واربعة الف دينار عراقي
ب- على مقدم العطاء أن يقدم دليلاً موثقاً يوضح إمكانيته على تلبية متطلبات الخبرة الفنية المدرجة أدناه:
المشاركة بصفة مقاول , أو ادارة عقود, او كمقاول ثانوي في ( 1) عقد وللسنوات( 5) الخمسة السابقة وبمبلغ لايقل عن (206,133,128,000) مائتان وستة مليار ومائة وثلاثة وثلاثون مليون ومائة وثمانية وعشرون الف دينار عراقي لتنفيذ عقود مماثله لأعمال هذا العقد و تم أنجازها بنجاح بالكامل. و يعنى بالمماثلة حجم العمل ، تعقيداته ، الاساليب والتكنلوجيا المستخدمة المشار اليها في الفصل السادس (متطلبات صاحب العمل)
رابعاً- يمكن شراء مجموعة وثائق العطاء الكاملة باللغة العربية من قبل المناقصين الراغبين في العنوان أدناه* ودفع رسم غير مسترد ((350,000 ثلاثمائة وخمسون ألف دينار عراقي. اعتبارا من يوم الثلاثاء المصادف 16/5/2017 .
خامساً- يجب تسليم العطاءات في أو قبل يوم الاثنين المصادف 26/6/2017 الساعة 2:00 ظهرا حسب التوقيت المحلي لمدينة البصرة . العطاءات الإلكترونية (لا يسمح بها). العطاءات المتأخرة سيتم رفضها. سيتم فتح العطاءات فعليا وبوجود ممثلين عن المناقصين الذين إختاروا الحضور شخصيا في العنوان التالي :
الوقت : الساعة 2:00 ظهرا حسب التوقيت المحلي لمدينة البصرة .
التاريخ : يوم الاثنين المصادف 26/6/2017.
العنوان : ديوان محافظة البصرة / قاعة فتح العطاءات.
سادسا- مدة نفاذية العطاء (120) يوم.
سابعا- يتحمل من ترسو علية المناقصة أجور النشر والاعلان.
ثامنا- اذا صادف يوم غلق المناقصة عطلة رسمية يكون موعد الغلق في يوم الدوام الرسمي الذي يلي يوم العطلة .
تاسعا - للدائرة الحق في الغاء المناقصة في أي مرحلة من مراحلها وقبل الاحالة وعدم اجراء المفاضلة
وحسب مقتضيات المصلحة العامة ولايحق للمشتركين في المناقصة المطالبة بأي تعويض جراء ذلك.
عاشرا- سيتم دراسة العطاءات الفنية من قبل لجنة مختصة لغرض اختيار العطاءات المناسبة وفقا لمعايير التاهيل الفني والمالي والقانوني والاعمال المماثلة ، ولجهة التعاقد تعديل التصاميم الاولية و المواصفات الفنية و المتطلبات الاخرى وفقا للعطاءات الفنية المقدمة
احدى عشر – في حال التقديم على العطاء من قبل شركتين تكون مسؤوليتهم تكافلية تضامنية
اثنى عشر – يتم استبعاد العطاءات غير المستجيبة للشروط اعلاه .

according to our letter numbered 2262 dated on May. 15th 2017 for first stage announcement of the project ((The uncompleted works for QIBLA complete project ( sewage – rain – heavy sewage & municipality ))
Tender NO.(10/swage/2017) to publish announcement in English language to present many of local &foreign companies .
According to the letter of Cabinet /Directorate of Cabinet affairs and committees reference No.( Sh .Z.L/10/1/15/034830) dated on Dec.18th 2017 and the letter of planning and proceeding Dept. REF.NO.1082 dated on Apr. 16th 2017
(Basra governorate /governorate contracts) calls for closed tenders from qualified bidders to implement the project of(The uncompleted works for QIBLA complete project ( sewage – rain – heavy sewage & municipality )
-The estimated cost is (343,555,213,458)I.D within petrodollar program for 2017.
-The implementation period is (900 days )
-The required class & grade : grade ( excellent ) class( structural ) project categorization (19,4,3,16,43,3) in a technical offer
Firstly : the bid will be implemented via the international competitive bids procedures that the instructions of the general governmental contracts implementation NO.( 2) for 2014 have set ,issued from the ministry of planning and opened for all the bidders .
Secondly : the interested qualified bidders can get additional information from ( governmental contracts /contract /announcement ) in the below address at 8:00 am to 2:00pm according to Basra local time
Thirdly: the qualification requirements include the following(the bids should respond the bidders' requirements
1-Financial ability:
The bidder should present certified evidence that prove their ability to do the following financial requirements
A-The income average of the financial calculations for the last two years certified and checked from a certified legal accountant
2-The annual income average for the last seven years should not be less than (206,133,128,000)I.D accounted from the total received payments of the implemented works for the completed contracts or the progressing ones during (7)years
3-the experience and technical ability:
A-Fund requirements :the bidder should explain their financial ability and provide the financial resources like the money ability no less than (114,518,404,000)I.D
B-the bidder should present a certified evidence that explains their ability to meet the technical experience requirements listed below:
Participation as a contractor, contract administration or subcontractor in (1)contract for the last(5)years in an amount no less than (206,133,128,000)I.D to implement similar contracts for this contracts works and they have been completed successfully i.e :the work size ,its complexes , the used ways and techniques to(the work owner's requirements
Fourthly: The interested bidders can purchase all the bidding documents in Arabic language in the below address and paying a non-refundable fee (350,000)I.D starting from Tuesday May. 16th 2017 .
Fifthly: the bids should be delivered on Monday dated Jun. 26th 2017 at 2:00 PM IN Basra local time. electronic bides (not allowed ), the delayed bides will be refused . the bids will be opened in the presence of the bidders' representatives who choose the presence in the below address:

Sixthly: The bids validity period (120 days)
Seventy: the bidder to whom the tender will be awarded will pay all the publishing and announcement fees
Eighthly: If the tender closing day is an official holiday , it will be on the following official work day
Ninthly : the directorate has the right to cancel the tender in any stage before awarding and no making competition according to the general interest and the bidders have no right to request for any indemnity
Tenthly: the technical bids will be studied by the specialized committee to choose the suitable bid according to the legal , financial and technical qualification standards and similar works. Also, the contract authority can amend the primary designs , technical standards and other requirements according to the presented technical bids
Eleventh: In case two companies present for the bid , their responsibility will be solidarity
Twelfth : the bids that not respond the above conditions will be canceled .
Thirteenth: the address to which is referred above / Republic of Iraq /Basra governorate office/Governmental contracts / Contracts/ Tenders selling Committee .
