ضمن مشاريع التنمية الجارية ، تدعو محافظة البصرة وبالتنسيق مع المديرية العامة لمشاريع نقل الطاقة الكهربائية (GDETP) في وزارة الكهرباء ، تعتزم محافظة البصرة دعوة المقاولين من ذوي الاختصاص لتصميم وانشاء محطات الكهرباء التحويلية في مناطق الفيحاء والمدينة وشط العرب في محافظة البصرة وتتضمن المشاريع تجهيز و تركيب وتشغيل وصيانة جميع المعدات والاجهزة الكهربائية والميكانيكية وكذلك الاعمال الانشائية للمحطة 

تعتبر المواصفات العامة التي أعدتها وزارة الكهرباء مجموعة شاملة من المواصفات القياسية للاستخدام من قبل المقاول. ويجب ان تؤخذ بنظر الاعتبار في التصميم، والمشتريات، والبناء والتشغيل والتسليم وتغطية جميع المشاريع بما في ذلك محطات الجهد العالي والمتوسط، الخطوط الهوائية، جنبا إلى جنب مع معدات السيطرة والتوزيع.

أدناه المواصفات المطلوبة:

1- إضافة معلومات محددة لكل مشروع مثل: الموقع، المخططات وعدد المحولات والقواطع الكهربائية ؛ وكل متطلبات ومواصفات اللازمه لاجهزه وانظمة التحكم والسيطره((SCADA وحسب المواصفات والمعايير البريطانية والعالميه IEC  وبما يتلائم مع متطلبات وزارة الكهرباء وتوصياتها.

وكذلك  يتضمن التدريب والاختبار والتشغيل لمحطة كهرباء عدد(1) جي آي اس(GIS)   132/33/11/6.6 KV  وبطاقة MVA 90 ووفق الشروط والمعايير العالمية للجودة والسلامة والبيئة لغرض تحسين تجهيز وتوفير الكهرباء وتعزيز قدرة الطاقة الكهربائية في البصرة.

2- يجب على المقاول تقديم الوثائق التالية, وبخلافه سوف يتم اهمال دعوة التأهيل المسبق غير مطابق للشروط المبينة ادناه:

 أـ يجب على المقاول أن يقدم قائمة بالمشاريع التي تم تنفيذها بنجاح في السنوات الخمس الماضية

ب- يجب على المقاول ان  يقدم معلومات مفصلة لطبيعة الاعمال المنجزة وقيمة العمل وتاريخ بداية وانتهاء المشروع وفقا للعقد المبرم والتاريخ الفعلي لإنجاز واكمال العمل بالطريقه المطلوبة مع شهادة انجاز من المالك.

3- تقديم قائمة بالأعمال المنفذة سابقا (محطات كهربائية) خلال السنوات الخمس  الماضية.

4- يجب على المقاولين استيفاء شروط ومعايير الجودة من أجل التأهيل للمناقصة.

5- على المقاولين وجميع مقاولي الباطن التابعين له تقديم كافة المعلومات المتعلقة بالتأهيل, وتتضمن الخبرة والموارد والجودة والسلامة.

6-   على المقاول أن يقدم استشاريو التصميم للحصول على الموافقة من أجل تنفيذ التصميم والبناء.

7- يجب على المقاول تقديم قيمة اكبر عقد تم انجازه في السنوات ال 5 الماضية، والمبلغ الإجمالي لآخر عقد عمل تم انجازه خلال العام السابق.

8- قائمة الأعمال المنجزة مع تكلفتها جنبا إلى جنب مع شهادة انجاز من المالك موضحا فيها فترة انجاز العقد وقائمة بالأعمال الجارية مع التكلفة والمكان.

9- يجب على المقاول ان يكون قادر على اكمال المشروع خلال الفترة الزمنية المقدرة ب (16) شهرا من يوم توقيع العقد.

10- يجب على المقاول ان يقدم جدول زمني اولي يبين فيه المعالم الرئيسية في المشروع لضمان انجاز المشروع ضمن الفترة الزمنية المحددة (16 شهر) والتالي:

أ‌- نسخة نافذة المفعول من تسجيل المقاول لدى وزارة الكهرباء العراقية .

ب‌- نسخة طبق الأصل من عقد تأسيس الشركة.

ت‌- تقديم براءة ذمة للمقاول من دائرة الضريبة لأخر 3 سنوات.

ث‌- الملف التفصيلي للشركة.

ج‌-   فريق ادارة المشروع المقترح بالإضافة الى الهيكل التنظيمي مع السير الذاتية للكادر الرئيسي للمشروع.

ح‌-   اعمال مماثلة لا تقل كلفة المشروع عن (30,000,000,000 دينار عراقي)

خ‌-   خطاب مصدق من البنك يؤكد كفاءة المقاول المالية بما لا يقل عن (5.000.000.000 دينار عراقي)

د‌-     قائمة المعدات التي سيتم استخدامها في المشروع وأدلة ملكيتها أو عقد ايجارها.

ذ‌-     بيان الطريقة المقترحة لتنفيذ المشروع.

ر‌-    خطة الشركة في مجالات الصحة والسلامة والبيئة (HSE).

ز‌-    شهادة الايزو 9001:2008 (ويفضل الايزو 14001:2004 و (OHSAS 18:001:2007

س‌-عنوان الشركة المسجلة، البريد الإلكتروني، رقم الهاتف ورقم الفاكس.

ستقوم شركة هل انترناشيونال ( Hill international) بدراسة هذه المؤهلات و لجميع الشركات المتقدمة و سيتم اختيار افضل الشركات ووضعها ضمن القائمة المختصرة للمناقصة علما بان اخر موعد لتقديم بيانات التأهيل المسبق هو الساعة الواحدة ظهراً من يوم الخميس 12/5/2014

Subject: Designing and establishing an electrical transformational substation132/33/11/6.6 KV  , with a capacity of  (90MVA) in Basra-Shat Alarab

 Within the current developmental projects , Basra Governorate, in coordination with the General Directorate for the Electricity  transformation projects , intends to invite the specialist contractors to design and establish the project of the transformational electrical  Stations in Faihaa, Madena and Shat Alarab .The projects include providing, constructing, operating and maintaining all the equipments and mechanical and electrical devices in addition to the building works of the substation.

The general specifications that the ministry of Electricity has prepared are considered as a standard general  group to be used by the contractor. Thus, they should be taken in to a consideration in designing, purchasing , building , operating, submitting and covering all the projects including the High and middle pressure stations , air lines besides the control and distribution equipments. 

Below are the required specifications

1- Adding defining information for the project like: site, plans , stations number and all the needed standards and requirements for the control systems  (SCADA), according to the British and international standards IEC  in the way that can go a long with the recommendations of the ministry of electricity and requirements.

Besides, it includes training , testing and operating an electricity station NO(1) (GIS),132/33/11/6.6 KV in a capacity of 90 MVA according to the international quality, safety and environment  standards for the sake of improving , providing electricity and reinforcing the electricity energy in Basr

2- The contractor should submit the following documents , otherwise invitation to pre-qualification  not correspondent to the following conditions will be left :

A- The contractor should submit a list of the successful  implemented projects in the past five years .

B- The contractor should submit a detailed list of the implemented projects kinds, their beginning and finishing dates  according to the signed contract and the real date to implement the project according to the required way with an implantation certification from the owner.

3-  Submitting a list of the past implemented projects in the past five years (electrical stations) .

4- The contractors should have the quality standards for the purpose of being prequalified for the tender.

5- The contractor and all the contractors should present all the prequalification information that include experience, resources, quality and safety.

6- The contractor should present the designing consultant to get a design and build approval 

7- The contractor should present the maximum value for  the contact that has been signed during the past five years  and the whole value for the working contract that was implemented in the past year

8- A list of the implemented projects with the owner certification on which the contract duration time , a list of the current implemented works , cost and site should be clarified .

9- The contractor should be able to complete the project in the estimated time(16 months) starting from  the date of signing the contract.

10-The contractor should submit a primary timing schedule in which he clarify the primary features of the project to guarantee its implantation during the defined  duration time (16 months) and the following:

A- A valid copy of the contacting company registration in the Iraqi ministry of electricity

B- A true copy for the company registration contact

C- Presenting honesty certification  from  the taxation directorate for the past three years

D- The company CV

E- The supposed project management team as well as the organizational structure with the CV of the project man staff .

F- A cost of Similar works ( no less than 30,000,000,000 ID )  

G- A letter of credit certified from the bank that can assure the contractor's financial capability (no less than 5,000,000,000 ID).

H- A list of the equipment that will be used in the project and their ownership testimonies or their leasehold contact.

I-  Clarifying the supposed way to implement the project.

J- The company's plan in health, safety and environment sectors (HSE)

K-     IZO certification or the year 2008:9001(it is preferred that the IZO 2004:14001 and (OHSAS 18:001:2007)

L- The registered company address , Email, Phone number and Fax number.

Hill international will study these pre- qualifications for all the submitted companies and the best companies will be chosen and written within the shortlist knowing that the last date to present the pre-qualification  is at 1:00 pm on Thursday May/12^th /2014.

An important attention

This is not an invitation for submitting  the proposals . the entire  tenders procedures will be practiced for the contractors that will be prequalified for implementing the project.

The calls will be made only for the contactors that pass th prequalification procedure successfully for the tender.
