الموضوع: مشروع تصميم وتنفيذ لطريق أبي الخصيب في البصرة
في اطار برنامج محافظة البصرة لتطوير المدينة ، تسعى محافظة البصرة للحصول على طلبات إبداء الإهتمام من المقاولين المؤهلين للمشاركة فيما يتعلق بإعداد الدراسات اللازمة والتصاميم الهندسية التفصيلية وتوفير خدمات التنفيذ والإشراف لطريق أبي الخصيب وفقا لخطة تنمية البصرة 2040. الهدف الرئيسي من المشروع المقترح هو إعادة تأهيل ما يقارب من 18.7 كيلو متراً من الطريق الذي يربط مدينة البصرة إلى أبي الخصيب وسيتم تقسيم المشروع إلى مرحلتين:
المرحلة (1) سوف تتكون من توفير خدمات تصميم وتنفيذ (إعادة التأهيل) لقسم الطريق والذي يعادل 6.7 كيلو متراً إبتداء من نهر المشايخ وتنتهي في تقاطع شارع سيد حامد. المرحلة (2) سوف تتكون من توفير خدمات التصميم فقط فيما يتعلق بتصميم طريق معلق فوق طريق أبي الخصيب القائم او اي مقترح بديل لمعالجة الاختناق المروري وأعمال إعادة التأهيل للطريق في إتجاهين حركة المرور التي تمر تحت الطريق المعلق على طول ما يقارب من 12 كيلومتراً. يبدأ هذا الجزء من الطريق في تقاطع شارع سيد حامد وينتهي عند ساحة الطيران. جميع الأعمال المتعلقة بالمشروع في كلتا المرحلتين (المرحلة 1 & 2) سيتم تنفيذها في وقت واحد. نطاق الرئيسي للخدمات للمرحلة (1) سوف تتكون من توفير خدمات التصميم والتنفيذ لتوسيع الطريق القائم في اتجاهين لحركة المرور لتصبح طريق من أربعة مسارب. للمرحلة (2)، الغرض الرئيسي هو توفير خدمات التصميم فقط المتعلقة بالتخطيط والتصميم للطريق المعلق على طريق أبي الخصيب القائمة وتشمل أيضاً اعمال التصميم لإعادة تأهيل الطريق تحت الطريق المعلق في اتجاهين حركة المرور. يجب على المرحلتين ألاخذ بالإعتبار أعمال التصميم للبنى التحتية المذكورة أعلاه لتشمل ولكن لا تقتصر على الأرصفة والإنارة وتصريف مياه الأمطار، ومياه الشرب، والمناظر الطبيعية (أعمال الزراعة)، واللافتات المرورية وعلامات الطريق. على هذا النحو، تشمل الخدمات إجراء تحقيقات ميدانية وإعداد التصاميم التفصيلية الهندسية ووثائق العطاءات، وجداول الكميات، والتنفيذ وخدمات الإشراف لتنفيذ المشروع المقترح أعلاه.
موقع هذا المشروع في مدينة البصرة ، العراق. نطاق العمل يتضمن (ولكن لا يقتصر على) التخطيط والتصميم والتنفيذ وخدمات الإشراف وتوريد المواد اللازمة، والتشغيل والاختبار. يجب على مقاول التصميم والتنفيذ تقديم جميع الخدمات الهندسية، ومجموعة كاملة من الرسومات وجداول الكميات والمواصفات التفصيلية اللازمة لإنجاز المشروع وفقا لمتطلبات وثائق العقد. المقاولون المؤهلين سوف يشاركون بعقد من نوع تصميم وتنفيذ (تسليم مفتاح) للمرحلة (1) وعقد من نوع تصميم فقط للمرحلة (2). الهدف الأساسي للمحافظة من هذا المشروع هو التقليل من الازدحام في المناطق الحضرية الموجودة في المدينة بالإضافة إلى تحسين الاتصال والتنقل للسكان في المنطقة وتسهيل عملية تطوير البصرة للوصول الى كامل إمكاناتها وتكون بمثابة علامة حضارية لافتة للإنتباه.
بعد استلام رسالة ابداء الاهتمام استجابةً لهذه الدعوة، سيتم إجراء تقييم أولي للأطراف وسيتم وضع قائمة قصيرة. سوف يستند هذا التقييم الأولي على المعايير المذكورة أدناه من هذه الدعوة لإبداء الاهتمام.
سيتحمل المشاركين مسؤولية أي نفقات تم تكبدها في الاستجابة لطلب ابداء الاهتمام، والشروط ممكن تغييرها أو الغائها من قبل محافظة البصرة في أي وقت. بغض النظر عن طبيعة أو مضمون الردود التي استُلمت، محافظة البصرة و/ أو هيل انترناشونال ليست ملزمة بإضافة اي من المشاركين إلى قائمة المتقدمون لهذا العمل، ومن ثم دعوته ضمن مرحلة طلب تحديد الاسعار ، أو منح عقد للخدمات الموضحة في طلب ابداء الاهتمام الحالي.
بيان الهدف و نطاق العمل : يقوم مقاول التصميم والتنفيذ بالقيام بكل من التصاميم والتنفيذ والإشراف والايدي العاملة والمواد والتوريدات والمعدات والخدمات للقيام بجميع المهام المرتبطة بتصميم وتنفيذ البنيات الاساسية المذكورة أعلاه، متضمناً (ولكن لا يقتصر على) ما يلي:
(أ) يتم تصميم وتنفيذ جميع أعمال الطرق والجسور ذات الصلة في المشروع وفقاً لأفضل المعايير والمواصفات الدولية المعمول بها، المتطلبات والمواصفات القياسية المشار إليها في الإصدار الحالي من دليل الطرق والجسور العراقية، مواصفات AASHTO، مواصفات AASHTO للLRFD لتصميم الجسر، ASTM، المواصفات البريطانية (BS) و / أو أي مواصفات إضافية أخرى تعتبر لازمة، ما لم ينص على خلاف ذلك في هذه المتطلبات. (ب) القيام بتنفيذ جميع الزيارات الميدانية اللازمة والتحقيقات والمسوحات الميدانية، وأعمال التصميم (المرحلة 1 & 2) وخدمات التنفيذ والإشراف (المرحلة 1 فقط) الضرورية لتنفيذ التحسينات المقترحة لطريق أبي الخصيب شاملة لجميع المجسرات و/ أو التقاطعات (أيهما ينطبق) المرتبطة بالممر المقترح. (ت) يقوم مقاول التصميم والتنفيذ بتنفيذ كافة أعمال المسوحات الميدانية لدعم أنشطة التصميم والتنفيذ لمشروع الطريق. يجب على المسوحات الميدانية دعم الأنشطة، مثل، ولكن لا تقتصر على التحريات الجيوتقنية، تحديد حرم الطريق، والعوامل المرتبطة بالتنفيذ. يجب أن يتم تنفيذ المسوحات الميدانية (مسح الأراضي) مطابقة لمتطلبات هيئة الطرق والجسور العراقية وجميع المواصفات القياسية المعمول بها. (ث) جميع الدراسات الخاصة في المشروع أو الموقع لتشمل ولكن لا تقتصر على دراسات الجدوى، ودراسات ممر الطريق، والمتطلبات المتعلقة بحرم الطريق. إضافة إلى ذللك، أي من الدراسات التشغيلية، ودراسات إستيعاب أو تدفق حركة المرور بما في ذلك أي دراسات لحركة المرور، توقعات السفر أو الرحلات واستخدامات الأراضي في المستقبل. (ج) يقوم مقاول التصميم والتنفيذ بتنفيذ تلك الأنشطة المرتبطة بتصميم وتنفيذ البنية التحتية للمياه الصالحة للشرب، وتوفير ممرات خدمة لكابلات الكهرباء ذات الضغط العالي (HV)، والاتصالات السلكية واللاسلكية، والكابلات الضوئية والبنى التحتية للغاز، وإعادة نقل الخطوط الكهربائية وفقا لتصميم الطريق الجديد وتوفير نظام لمكافحة الحرائق. (ح) سيكون مقاول التصميم والتنفيذ مسؤولاً عن جميع أعمال التصميم والتنفيذ المتعلقة بالصرف الصحي ومياه الأمطار. يجب أن تتم جميع أعمال التصميم وفقا لمواصفات الطرق والجسور العراقية وجميع المواصفات القياسية المعمول بها. سيكون مقاول التصميم والتنفيذ مسؤولاً عن تصميم وتنفيذ جميع هياكل الصرف المتبقية اللازمة لإتمام المشروع. (خ) يجب على مقاول التصميم والتنفيذ تقديم الإجراءات المتعلقة بالتعامل مع إستحواذ حرم الطريق وإعادة التوطين، وتقدم لصاحب العمل للموافقة عليها قبل البدء من أي أنشطة بحرم الطريق. يقوم مقاول التصميم والتنفيذ بتقديم خطة محددة للمشروع للإكتساب حرم الطريق والنقل وعلى المقاول تقديمها لمحافظة البصرة للموافقة عليها. يجب على الخطة تحديد جدول زمني للأولويات أنشطة حرم الطريق بما في ذلك ولكن لا تقتصر على تقييم ومراجعة التقييم، قطع الأراضي التي سيتم شراؤها وجميع عمليات الترحيل الضرورية. (د) التحريات الجيوتقنية، وتقييم اعمال المقتربات الترابية، الأرضية الطبيعية، والتربة والصخور و أي هياكل ارضية أخرى سانده أو عناصر تصميم الطرق السريعة والبناء ذات الصلة بالمشروع. يجب أن تكون جميع عمليات الحفر الدوراني عميقة بما فيه الكفاية لإظهار لمحة كاملة للتربة والصخور الى عمق الطبقة الداعمة للاساس. (ذ) يقوم مقاول التصميم والتنفيذ بتطوير تصميم فريد للمناظر الطبيعية، بما في ذلك الشجيرات والنباتات والممرات وكافة الميزات ذات الصلة. وسوف تشمل شبكة الري الآلي بالإضافة إلى أنظمة الإضاءة المطلوبة لمناطق المناظر الطبيعية من أجل إنتاج تجربة ممتعة وآمنة وحيوية، وبالتالي تأسيس بنية زراعية قوية لمشروع طريق أبي الخصيب. (ر)يجب أن تكون جميع أعمال التصاميم المتعلقة بإصطفافات الانحدار المقترحة المرتبطة بمستوى التقاطع المفصول ان تتقيد بأحدث إصدارات مخططات الطرق القياسية المناسبة و إرشادات التصميم، ودليل صرف المياه، ومعايير تصميم CADD، وسياسة AASHTO للتصاميم المتعلقة بهندسة الطرق والشوارع، والدليل الموحد لأجهزة التحكم المرورية. عملياً فأن المقاول المصمم يجب ان يتجاوز كحد ادنى معايير التصميم. (ز)يجب على مقاول التصميم والتنفيذ ان يكون مسؤولاً عن الاتصال بشركات الخدمات للبنية التحتية للتحقق من موقع الخدمات. بعض من خطوط البنية التحتية قد تحتاج الى تعديل. يجب على مقاول التصميم والتنفيذ ان يكون مسؤولاً عن تحديد نزاعات الخدمات و التنسيق مع شركات الخدمات العامة لنقل اي من الخطوط التي تتضمن البنية التحتية. عند المواقع التي ستبقى موجودة فيها خدمات البنية التحتية ، مُنشئ التصميم والتنفيذ سيوفر جميع التدابير الوقائية اللازمة لحماية المرافق الموجودة من التلف أثناء بناء هذا المشروع. (س) تصميم وتركيب جميع اللافتات المؤقتة والدائمة لتشمل ولكن لا تقتصر على لافتات بوابة / معلومات للزوار الداخلين على المنطقة، لوحات الخريطة، لافتات الإتجاه، وإشعارات والافتات الإلكترونية بما يتفق بدقة مع الطبعة الحالية من MUTCD، الأمريكية و / أو إرشادات التصميم البريطانية للافتات الطرق السريعة، اعمدة الإنارة وإشارات المرور. يجب أن تكون لافتات الطرق مصممة في كل من اللغتين العربية والإنجليزية. (ش) تصميم وتركيب كل اشارات المرور إذا لزم الأمر، يجب أن يتم وفقاً لدليل تصميم حركة المرور، والمواصفات العراقية القياسية لتصميم الطرق وMUTCD. (ص) خطة مراقبة الحركة لمقاول التصميم والتنفيذ يجب إظهار مفهوم التقليل والحد من الإضطرابات في مرافق الطرق الكائنة خلال مدة تنفيذ المشروع ويجب توضيح التصميم ومراحل مراقبة حركة المرور والبناء لتقليل من إزعاج (إعاقة) السائق في مرافق الطرق. (ض) مقاول التصميم والتنفيذ يجب أن يكون وحده المسؤول عن الحصول على أي تراخيص بيئية اللازمة او الموافقات الناتجة عن التصميم وعملية البناء. (ط) يجب على مقاول التصميم والتنفيذ ان يكون المسؤول الوحيد لضمان تصميم وتركيب جميع التدابير المناسبة للتخفيف من حدة التلوث الضوضائي لحركة المرور المستقبله، إلى أن يتضح من النماذج ضجيج حركة المرور، وفقا للتشريعات المحلية، أو إذا غير موجود، مع التوجيه الأوروبي للضوضاء البيئية (END). (ظ) يقوم مقاول التصميم والتنفيذ بإنشاء مرفق مختبر لإختبار المواد والعمل من أجل ضمان أن المواد المستخدمة أثناء عملية التنفيذ مطابقة لمواصفات المشروع.
D&B معايير المقاولين: (أ) يجب أن يكون مقاول التصميم والتنفيذ لديه خبرة لا تقل عن خمسة عشر (15) عاماً من اعمال تصميم وتنفيذ بمشاريع مرتبطة بتصميم هياكل الطريق والمجسر متضمناً أعمال التنفيذ والإشراف وعلى الأقل قد نفذ وبنجاح اثنين من المشاريع المماثلة في السنوات الخمس الماضيه ، كلاً وفق مفهوم التصميم المقترح من قبل محافظة البصرة.
(ب) تقديم أدلة من الاعمال السابقة (قائمة من 5 مشاريع كحد أدنى أنجزت حتى الآن) مماثلة في النطاق واكثر تعقيداً ، ولا تقل كلفة كلا منها عن مائة مليون دولار أمريكي (100,000,000 دولار أمريكي). (ارفاق نسخ من خطابات وشهادات الاحالة وشهادات الانجاز الناجح وخطابات المرجعية المدعومة). (ت) على مقاول التصميم والتنفيذ أن يثبتت كفائته المالية في تمويل المشاريع ذات الطبيعة المماثلة. فإنه من الأهمية القصوى أن يقدم المقاول الوثائق المطلوبة لدعم القدرات المالية وتقديم الحسابات الختامية لثلاث (3) سنوات الاخيرة مع أن يكون المدور المادي السنوي خمسين مليون دولار أمريكي (50,000,000 دولار أمريكي) ودعم القدرات المالية له برسالة مُرجعيه من البنك تفيد بكفاءته المالية وكحد أدنى خمسين مليون دولار أمريكي (50,000,000 دولار أمريكي) من أجل تنفيذ مثل هذا المشروع. (ث) توفير وتأكيد تواجد الايدي العاملة والأفراد الملتزمين بالعمل مع المقاول مع خطة توظيف منظمة لتحقيق أهداف وغايات المشروع. (ج) المقاولون يجب أن يكونوا مسجلين مع محافظة البصرة وان تكون جميع التراخيص والتصاريح صالحة ومجددة حتى الآن. (ح) اتباع برنامج السلامة والمحافظة عليه وان يتم تنفيذ الاعمال بموجب وثيقة نظام إدارة الجودة بما يتوافق مع مبادئ ISO 9001:2008 أو يفضل أن يتم اعتمادها برنامج الشركة التنفيذي من قبل الأيزو . (خ) يجب على المقاول ان يكون قادراً على إكمال جزء التصميم خلال الفترة الزمنية المقدرة بـ (12) أشهر من يوم توقيع العقد، وأن يكون قادراً على إكمال مشروع التنفيذ خلال الفترة الزمنية المقدرة بـ (20) شهراً بما في ذلك فترة التصميم. (د) يجب تقديم جميع الوثائق المتعلقة بخلفية الشركة وأي شريك آخر باللغة الإنجليزية. لن يتم قبول تقديم الوثائق باللغة العربية ما لم تترجم إلى اللغة الإنجليزية. ارشادات التقديم : يجب على الأطراف المهتمة تقديم رسالة تفيد اهتمامهم وملخص مفصل لمؤهلاتهم المطلوبة من خلال ملئ وتوقيع وختم استمارة التأهيل المرفقة، تسليط الضوء على مطابقتها للقدرات المذكورة أعلاه جنباً إلى جنب مع بيانات الشركة العامة وتفاصيل الأعمال المماثلة المنفذة. يمكن للشركات ان تقدم ملفاتها لوحدها، أو متحدة مع شركات أخرى. إذا كانت رسالة ابداء الاهتمام هي من مجموعة من الشركات، يجب ان تتوفر المعلومات المطلوبة لجميع الشركات المكونة للاتحاد ، كما إنه يجب أن يتم توضيح أي شركة هي الشركة الرائدة والممثلة للاتحاد، وينبغي تحديد طبيعة ترتيب الاتحاد ، وان يتضمن التقديم رسالة اتفاق الاتحاد الموقعة من جميع الشركات.
ينبغي إرسال طلب ابداء الاهتمام (EOI)، مصحوبا بالمستندات المذكورة أعلاه في ظرف مختوم، ويجب أن تكون وضعت بشكل واضح طلب ابداء الاهتمام لعقد من نوع تصميم تصميم و تنفيذ لطريق أبي الخصيب في محافظة البصرة-العراق الحق في قبول أو رفض أي أو جميع التطبيقات: محافظة البصرة تحتفظ بحقها في تحديث أو تعديل أو استكمال متطلبات، أو إلغاء دعوة ابداء الاهتمام هذه أو عملية استدراج العروض في أي وقت. تحتفظ محافظة البصرة الحق في قبول أو رفض أي من أو جميع الطلبات، وتأهيل أو استبعاد اي أو جميع الطلبات المقدمة لدعوة ابداء الاهتمام. تقديم اجابة لهذه الدعوة ابداء الاهتمام لا يضمن تلقائيا أن الطرف المتقدم ان ياخذ بالاعتبار وصل طلب متطلبات العرض (RFP) عندما أصدر ولن تكون محافظة البصرة ملتزمه على تقبل أي مطالبة بالتعويض عن نفقات فيما يتعلق لإعداد EOI’s و تقديمها.
محافظة البصرة تحتفظ لنفسها بالحق في رفض أي طلب EOI إذا: (أ) في أي وقت، تم تحريف للمواد أو كشفها، أو (ب) عدم استجابة المقاول فورا للاطار الزمني المحدد. وان عدم توفر الشروط اعلاه يعتبر المتقدم مرفوضاً ،وفي حال توفرها تقدم المتطلبات الاضافية التالية: تعريف بمقدم العطاء ويتضمن: - الاسم والسيرة الكاملة للشركة - مجال الاختصاص الدقيق - وثائق التسجيل و الاعتماد - وصف الخبرة السابقة في التصميم والتنفيذ لمشاريع مماثلة - الخبرة في التصميم والتنفيذ لمشاريع البنية التحتية في العراق (ان وجدت) - كادر الاختصاص الفني مع السيرة الذاتية

Subject: Design & Build of Abu Al-Khasib Road in Al-Basra
Basra Governorate under its program for the development of the City of Al-Basra is seeking Expressions of Interest (EOI) from qualified Bidders with regards to the preparation of the necessary studies, detailed engineering designs and provision of construction and supervision services for Abu Al-Khasib Road in accordance with the 2040 Basra Development Plan. The main objective of the proposed project is to rehabilitate nearly 18.7 kilometers of the road which connects Al-Basra City to Abu Al-Khasib which will be divided into two (2) phases: Phase (1) will consist of the provision of design and construction (rehabilitation) services for a 6.7 kilometers road segment beginning at Al-Mashayekh River and ending at Sayed Hamed Street intersection. Phase (2) will consist of the provision of design services only with regards to the design of an overpass (elevated road) over the existing Abu Al-Khasib Road or any other proposal to handle the current traffic situation and rehabilitation works for the existing two-way traffic road that passes underneath the overpass structure encompassing a length of nearly 12 kilometers. This road segment begins at Sayed Hamed Street intersection and ends at Al-Tayaran Square. All applicable works in both phases (Phase 1 & 2) are to be executed simultaneously. The main scope of services for Phase (1) will consist of the provision of design and construction services to widen the existing two-way traffic road to become a four lane road. For Phase (2), the main purpose is to provide design services only for the planning and design of an overpass over the existing Abu Al-Khasib road including design works only with regards to the rehabilitation works for the underneath two-way traffic road. Both phases should consider the design of the above mentioned infrastructures to include but not limited to sidewalks, lighting, storm water, potable water, landscaping, signing and pavement markings. As such, the services will include conducting field investigations and preparing detailed engineering designs, bidding documents, bill of quantities, construction and supervision services for the execution of the above proposed project.
This project is located in the City of Al-Basra, Iraq. The scope of work includes but not limited to planning, design and construction, supervision services, supply of the required materials, commissioning and testing. The Design Build Contractor shall furnish all engineering services, a complete set of drawings, bills of quantities and detailed specifications necessary to complete the project in accordance with the requirements of the Contract documents. The successful proponent shall engage under a Design and Build Contract for Phase (1) and a Design Contract only for Phase (2). The primary objective of the Governorate is to reduce the urban congestion that is present in the City in addition to improving the connectivity and mobility of the populations in the region and facilitate the development of Al-Basra to its full potential and serve as a stunning visual landmark.
Following the receipt of the Expression of Interest in response to this call, a preliminary evaluation of the parties will be conducted and a short listing will be developed. This preliminary evaluation will be based on the criteria noted below of this invitation for Expression of Interest..
Bidders shall be responsible for any expenses incurred in responding to the EOI, the terms of which are subject to change or cancellation by Basra Governorate at any time. Notwithstanding the nature or content of responses received, the Governorate of Basra and/or HILL International are not obliged to add any proponent to the Bidders list for this work, to proceed with a Request for Quotation (RFQ), or to award a Contract for the services described in this EOI.
STATEMENT OF PURPOSE & SCOPE OF WORK : The Design and Build Contractor shall furnish all design, construction, supervision, labor, materials, supplies, equipment and services for undertaking all tasks associated with the design and construction of the above mentioned infrastructure including but not limited to the following:
(a) All road and bridge related works are to be designed and constructed conforming to the best applicable international standards and practices, the requirements and standard specifications referenced in the current version of the Iraqi Roads and Bridges Manual, AASSHTO Specifications, AASHTO LRFD Bridge Design Specifications, ASTM, British Standards (BS) and/or any other supplemental specifications deemed necessary, unless otherwise stated in these Requirements. (b) Perform all necessary site visits, investigations, field surveys, design works (Phase 1 & 2), construction and supervision services (Phase 1 only) necessary to implement the proposed improvements to Abu Al-Khasib Road inclusive of all overpasses and/or interchanges (whichever applicable) associated with the proposed corridor. (c) The Design Build Contractor shall perform all field surveys to support the roadway design and construction activities for the Project. The field surveys shall support activities, such as, but not limited to geotechnical investigations, right-of-way stakeout, and construction stakeout. The field surveys shall be performed conforming to the requirements of the Iraqi Roads and Bridges Manual and all applicable standard specifications. (d) All project specific studies of the particular corridor or location to include but not limited to feasibility studies, corridor studies and Right-of-Way requirements. Furthermore, any operational, capacity analysis or traffic flow simulation including any traffic studies, forecast of future travel or trips and land use. (e) The Design Build Contractor shall perform those activities associated with the design and construction of the Potable Water infrastructure, provision of service corridors for High Voltage (HV) cables, Telecommunications, Fiber Optics and Gas infrastructures, re-location of the Electrical lines as per the new road design and provision of a Fire Hydrant system. (f) The Design Build Contractor shall be responsible for performing all storm water and applicable drainage design and construction. All drainage design works shall be done in accordance with the Iraqi Roads and Bridges Design Guidelines and all applicable standard specifications. The Design Build Contractor shall be responsible for the design and construction of all remaining drainage structures necessary to complete the project. (g) The Design Build Contractor shall submit procedures for handling right-of-way acquisitions and relocations to the Employer for approval prior to commencing right-of-way activities. The Design Build Contractor shall submit a project specific Acquisition and Relocation Plan for the Governorate of Al-Basra approval. The plan shall identify a prioritized schedule of right-of-way activities including but not limited to appraisal, appraisal review, the specific parcels to be acquired and all necessary relocations. (h) The geotechnical investigation, evaluation of embankments, subgrade, soil and rock cuts and any other earth supported structures or elements of highway design and construction relevant to the project. All borings shall be deep enough to show a complete soil and rock profile to the depth of the foundation-supporting layer. (i) The Design and Build Contractor shall develop a unique landscape design, including plantations, walkways and all related features. It will include an automated irrigation network in addition to the lighting systems required for the landscape areas, in order to create an enjoyable, safe and lively urban experience, thus establishing a strong green structure for Abu Al-Khasib Road project. (j) All proposed ramp alignments associated with any applicable grade separated intersection shall adhere to the latest editions of all appropriate Roadway Standard Drawings, Design Guidelines, Drainage Manuals, Design CADD Standards, AASHTO Policy on Geometric Design of Highways and Streets, and Manual of Uniform Traffic Control Devices. Where practical the Design Builder should exceed minimum design standards. (k) The Design Builder shall be responsible for contacting utility companies to verify the field location of the utilities. Some adjustment of utility lines may be required. The Design Build Contractor shall be responsible for identifying utility conflicts and coordinating with the utility companies to relocate utility lines. Locations where existing utilities are to remain in place the Design Builder shall provide all necessary protective measures to safeguard the existing utilities from damage during the construction of this project. (l) The design and installation of all appropriate temporary and permanent roadway signing to include but not limited to gateway/entry signs visitor information, map boards, directional signs, notices and any electronic display walls and flagpoles in strict accordance with the current edition of the MUTCD, American and/or British Design Guidelines for Highway Signs, Luminaries and Traffic Signals. Road Signage shall be designed in both the Arabic and English languages. (m) The design and installation of all signalized intersections, if required, shall be done in accordance to the Traffic Design Manual, applicable Iraqi Roadway Standard Drawings, and the MUTCD. (n) The Design Builder Traffic Control Plan shall show the staging concept to minimize disruptions to the existing roadway facilities during the life of the project and shall demonstrate how the design, traffic control phasing and construction minimize inconvenience to the motorist on the facility. (o) The Design Build Contractor shall be solely responsible for and obtain any necessary environmental permits or approvals resulting from the design and construction process. (p) The Design Build Contractor shall be solely responsible to ensure the design and installation of all appropriate measures for mitigating traffic noise pollution to the impacted receivers, to be demonstrated by traffic noise models, in accordance to local legislation or, if nonexistent, to the European Environmental Noise Directive (END). (q) The Design Build Contractor shall establish a laboratory testing facility for testing of materials and work in order to ensure that the materials used during the construction process comply with the project specifications.
D&B CONTRACTORS CRITERIA: (a) The D&B Contractor should have a minimum of Fifteen (15) years of Design and Build experience to undertake those tasks associated with the design of the road and overpass structures including construction and supervision works and at least have successfully executed two similar projects in the last five years, all in accordance with the conceptual design proposed by the Governorate of Basra.
(b) Provision of evidence of previous operations (list of 5 projects as a minimum completed to date) similar in scope & complexity, and each costing not less than One Hundred Million US Dollars (USD 100,000,000). (Copies of letters of award & successful completion certificates and supporting reference letters should be attached. (c) The D&B Contractor should have demonstrated strength in sourcing funding for projects of similar nature. It is of outmost importance that the contractor submits the required documentation to support the financial capabilities and to provide a three (3) year financial audited statement with a turnover of Fifty Million US Dollars (USD 50,000,000) per year supporting his financial capabilities with a reference letter from a bank stating his financial capability with a minimum of Fifty Million US Dollars (USD 50,000,000) in order to carry out such project. (d) Availability and strength of committed personnel and Organizational Staffing Plan to accomplish the goals and objectives of the project. (e) The proponent should be registered with the Governorate of Basra and is required to maintain all licenses and permits up to date. (f) Demonstrate and maintain a corporate safety program and culture and conduct business in accordance with a document Quality Management System that is compliant with the principles of ISO 9001:2008 or preferably is accredited by ISO. (g) The D&B Contractor shall be able to complete the design portion of the Contract within a time period of (12) months from the day of Contract Award and the build portion of the Contract within the time period of (20) months including the design period. (h) All documentation pertaining to the company’s profile and any joint venture with others should be submitted in the English language. The submission of documentation in the Arabic language will not be accepted unless translated into the English language. SUBMISSION GUIDELINES Interested parties shall submit a letter stating their interest and a detailed summary of their qualifications to be filled, signed and stamped the attached prequalification form, highlighting their compliance with the above listed capabilities along with the generic company profile and details of similar works executed. Firms may request to be qualified alone, or in consortium with other firms. If the Expression of Interest is from a consortium of firms, the following information on all firms making up the consortium must be provided, it must be clearly indicated which firm is the lead firm of the consortium, and the nature of the consortium arrangement should be specified, including a consortium letter of agreement signed by all firms.
Application for Expression of Interest (EOI), accompanied by the above listed documents should be forwarded in sealed envelope and must be clearly marked “Expression of Interest for a Design & Build Contract for Abu Al-Khasib Road for Governorate of Basra – Iraq
RIGHT TO ACCEPT OR REJECT ANY OR ALL APPLICATIONS: The Governorate of Basra reserves the right to update, amend or supplement the requirements of, or cancel this Invitation for Expression of Interest or the solicitation process at any time. Basra Governorate reserves the right to accept or reject any or all submissions, and qualify or disqualify any or all submissions made to this Invitation for Expression of Interest. Submitting a response to this Invitation for Expression of Interest does not automatically guarantee that the submitting party will be considered for receipt of the Request for Proposal (RFP) when issued nor will Basra Governorate be under any obligation to entertain any claim for expenses in relation to the preparation and of the EOI’s for submissions.
The Governorate of Basra reserves the right to reject any EOI application if: )a) At any time, a material misrepresentation is made or uncovered, or (b) The Contractor does not respond promptly and by the designated time frame. In case that the above mentioned conditions are not obtainable , the submitting company is rejected. In case they are available , the following additional requirements should be presented: - The company full name and CV. -The field of exact specialization -The documents of registration and accreditation. -Description of previous experience in Design & Build of similar projects . -Experience in of infrastructure Design & Build projects in Iraq or outside Iraq (if any) . - The CV of the specialist technical staff .
