تصميم وتنفيذ إعادة تأهيل القنوات والانهر في مدينة البصرة

ضمن مشاريع التنمية الجارية ، تدعو محافظة البصرة  كافة الشركات العراقية والعربية والاجنبية من  ذوي الاختصاص والخبرة في التصميم والتنفيذ (Design & Build) لتقديم  بياناتكم عبر محافظة البصرة وشركة هيل انترناشيونال  (Hill (International  .

في اطار برنامج محافظة البصرة لتطوير المدينة، تسعى محافظة البصرة للحصول على طلبات ابداء الاهتمام من المقاولين المؤهلين للمشاركة في مقاولة تصميم و تنفيذ إعادة تأهيل القنوات والانهر في مدينة البصرة، وبالشكل الذي يتلائم مع خطة التطوير لسنة 2040 بما يتطابق مع المعايير العالمية للجودة النوعية والسلامة و المواصفات البيئية المعمول بها.

يشمل نطاق المشروع إعادة تأهيل القنوات والانهر في مدينة البصرة، والقنوات هي قناة السراجي- خورة ، وقناة الجبيلة-الرباط، وقناة الخندق-العشار، وبطول إجمالي 32 كم من القنوات (انظر الشكل رقم 1).  ان المهام المقترحة ضمن نطاق العمل تشمل معالجة وتحسين نوعية المياه الجارية خلال القنوات من خلال القضاء على جميع تصريفات مياه الصرف الصحي الى القنوات وإعادة توجيه جميع تصريفات مياه الصرف الصحي إلى محطات معالجة مياه الصرف الصحي النظامية، تفعيل الامكانيات الملاحية داخل القنوات لجميع أنواع القوارب الصغيرة؛ وإصلاح جوانب واكتاف القنوات والأرصفة الجانبية للقنوات لخلق أماكن ممتعة ومريحة للمشاة شاملة الجلوس وللنزهة.  ويجب أن تشمل إعادة تصميم وتنفيذ الأرصفة مواد جديدة لتصاميم المناظر الطبيعية، لتوفير حركة سلسة للمشاة وراكبي الدراجات شاملة سهولة الوصول والترفيه،  وأيضا لتوفير الوصول للاستخدام التجاري (مثل المطاعم والمقاهي). ويجب ان تعمل التصاميم على تحسين المنظر العام  وسهولة الوصول إلى القنوات التي تم تأهيلها حديثا وتنظيفها. ان المقاول الملائم سوف يدخل في عقد من نوع التصميم والتنفيذ.

بعد استلام رسالة ابداء الاهتمام استجابةً لهذه الدعوة، سيتم إجراء تقييم أولي للأطراف وسيتم وضع قائمة قصيرة. سوف يستند هذا التقييم الأولي على المعايير المذكورة أدناه من هذه الدعوة لإبداء الاهتمام.

سيتحمل المشاركين مسؤولية أي نفقات تم تكبدها في الاستجابة لطلب ابداء الاهتمام، والشروط ممكن تغييرها أو الغائها من قبل محافظة البصرة في أي وقت. بغض النظر عن طبيعة أو مضمون الردود التي استُلمت، محافظة البصرة  و/ أو هيل انترناشونال ليست ملزمة بإضافة اي من المشاركين إلى قائمة المتقدمون لهذا العمل، ومن ثم دعوته ضمن مرحلة طلب تحديد الاسعار (RFQ)، أو منح عقد للخدمات الموضحة في طلب ابداء الاهتمام الحالي.

بيان الغرض و نطاق العمل:

يجب على مقاول التصميم والتنفيذ ان يقوم  بكل التصاميم، والتنفيذ، والإشراف، والقوى العاملة، والمواد، والإمدادات، والمعدات، والخدمات، للقيام بجميع المهام المرتبطة تصميم وبناء البنى التحتية والتطوير المذكورة، بما في ذلك، ولكن ليس على سبيل الحصر، ما يلي:

 • توفير أنظمة و شبكات لتصريف مياه الأمطار ومياه الصرف الصحي؛ على ان تكون آمنة وملائمة للمتطلبات وفعالة.

• أداء اختبار نوعية المياه البيئية بما في ذلك الاطيان والرواسب في القنوات وتحديد الحاجة إلى كري الرواسب والاطيان من القنوات.

• تحقيق الاستقرار لترب قيعان الأنهار والقنوات.

• الحفاظ على مستويات المياه في القنوات والانهر، لضمان القدرات الملاحية للقوارب الصغيرة والتكسي النهري.

• استحداث نظام التهوية (مثل نوافير تحت سطح الماء) لتحسين نوعية المياه في جميع أنحاء القنوات.

• جميع مواد التشجير والهندسة الطبيعية والحدائق  شاملة الأشجار ولكن ليس على سبيل الحصر، الشجيرات، الحشائش وغيرها من النباتات و زراعة التربة لاغراض تثبيت الترب، وأحواض الزرع، المهاد وغيرها من المواد اللازمة لمناطق التشجير والحدائق.

• نظام الري الآلي مع جميع الأجزاء المرتبطة به والضرورية لتشغيله.

• الساحات والميادين والملاعب والمناطق الرياضية والمسارات لممارسة الرياضة. ويجب أن تشمل هذه المناطق جميع

المواد المرتبطة بها؛

• الارصفة، ومسارات للمشي، ومسارات للدراجات الهوائية والممرات الوسطية.

• ممرات محددة لمرور المركبات ومناطق وقوف السيارات؛

• متطلبات تجميل الموقع مثل: الأعمال الفنية؛ نوافير المياه والجدران والجدران الساندة، والأسوار، والبوابات، وما إلى ذلك؛

• جميع عناصر المناظر الطبيعية بما في ذلك أثاث الشوارع شاملا انارة الشوارع، أماكن للجلوس، وصناديق النفايات وحاويات الزراعة، و موقف للدراجات  الخ)، اماكن الاحتماء والظل.

• لافتات للأماكن العامة بما في ذلك علامات للبوابات  ،لوحات المعلومات للزائرين، لوحات الخرائط، علامات الاتجاه والإشعارات وجدران العرض الالكترونية والرايات، الخ. يجب أن يكون جميع الافتات باللغتين العربية والإنجليزية؛

• إنارة الشوارع وأضواء الزينة.

• المطاعم والمقاهي، ومحلات للمشروبات والآيس كريم مع مناطق الجلوس في الخارج؛و

-         يجب أن تكون جميع التصاميم وفقاً لأفضل المعايير والمواصفات الدولية المعمول بها. كلا من التصميم والتنفيذ يجب ان يكونا مطابقين للمتطلبات شاملة موضوع التصميم ، ومدى التطوير ، والعناصر وجميع مكونات التصاميم للمشروع.

-         يجب على مقاول التصميم والتنفيذ التنسيق الكامل لتصميمه والعمل مع ادارة المشروع والاستشاريين المتخصصين الذين تم تعيينهم لضمان التنسيق على تفاصيل متطلبات التنفيذ والتركيب.

-         يجب أن يكون مقاول التصميم والتنفيذ مسؤولا عن جميع عمليات المسح الموقعي والتقييم اللازمة،  ولا تقتصر على، المسوحات الطبوغرافية، وملكية الأراضي والجيولوجية والبيئية والهيدرولوجية.

-         ويجب على مقاول التصميم والتنفيذ ان يكون مسؤولاً عن الاتصال بشركات الخدمات للبنية التحتية للتحقق من موقع الخدمات. خطوط البنية التحتية قد تحتاج الى نقل أو تعديل. ويجب على مقاول التصميم والتنفيذ ان يكون مسؤولاً عن تحديد نزاعات الخدمات والتنسيق مع شركات الخدمات العامة لنقل اي من خطوط البنى التحتية.

  المواصفات المطلوبة:

1-  يجب أن يكون مقاول التصميم والتنفيذ لديه خبرة لا تقل عن خمسة عشر (15) عاما من اعمال تصميم وتنفيذ مشاريع مماثلة في النطاق من خلال عملية إعادة تأهيل القنوات والانهر ومتضمناً أعمال التنفيذ وعلى الأقل قد نفذ وبنجاح ثلاثة مشاريع مماثلة في السنوات العشر الماضية

2-    تقديم أدلة من الاعمال السابقة (قائمة من 5 مشاريع كحد أدنى أنجزت حتى الآن) مماثلة في النطاق واكثر تعقيداً ، ولا تقل كلفة كلا منها عن خمسين مليون دولار أمريكي (50,000,000 دولار أمريكي). (ارفاق نسخ من خطابات وشهادات الاحالة وشهادات الانجاز الناجح وخطابات المرجعية المدعومة).

3-  على مقاول التصميم والتنفيذ أن يثبت كفاءته المالية في تمويل المشاريع ذات الطبيعة المماثلة. فإنه من الأهمية القصوى أن يقدم المقاول الوثائق المطلوبة لدعم القدرات المالية وتقديم الحسابات الختامية لثلاث (3) سنوات الاخيرة ودعم القدرات المالية له برسالة مُرجعيه من البنك تفيد بكفاءته المالية وكحد أدنى عشرين مليون دولار أمريكي (15,000,000 دولار أمريكي) من أجل تنفيذ مثل هذا المشروع.

4-  توفير وتأكيد تواجد الايدي العاملة والأفراد الاجانب الملتزمين بالعمل مع المقاول مع خطة توظيف منظمة لتحقيق أهداف وغايات المشروع.

5-  المقاولون يجب أن يكونوا مسجلين مع محافظة البصرة وان تكون جميع التراخيص والتصاريح صالحة ومجددة حتى الآن.

6-  اتباع برنامج السلامة والمحافظة عليه وان يتم تنفيذ الاعمال بموجب وثيقة نظام إدارة الجودة بما يتوافق مع مبادئ ISO 9001:2008 أو يفضل أن يتم اعتمادها برنامج الشركة التنفيذي من قبل الأيزو .

7-  يجب على مقاول التصميم والبناء ان يكون قادراً على اكمال مشروع التصميم خلال الفترة الزمنية المقدرة بـ (6) أشهر من يوم توقيع العقد، وأن يكون قادراً على اكمال مشروع البناء خلال الفترة الزمنية المقدرة بـ (26) شهر من يوم توقيع العقد شاملة فترة التصاميم

وان عدم توفر الشروط اعلاه يعتبر المتقدم مرفوضاً ،وفي حال توفرها تقدم المتطلبات الاضافية التالية: 

تعريف بمقدم العطاء ويتضمن:

-         الاسم والسيرة الكاملة للشركة

-         مجال الاختصاص الدقيق

-         وثائق التسجيل و الاعتماد

-         وصف الخبرة السابقة في التصميم والتنفيذ لمشاريع مماثلة

-         الخبرة في التصميم والتنفيذ لمشاريع البنية التحتية في

العراق (ان وجدت)

-         كادر الاختصاص الفني مع السيرة الذاتية

 ستقوم شركة هيل انترناشيونال (Hill International) بدراسة هذه المؤهلات ولجميع الشركات المتقدمة وسيتم اختيار أفضل الشركات ووضعها ضمن القائمة المختصرة للمناقصة.

Design and Build Basra City Canals Requalification

The project is included within the current developing projects .For this aim, Basra governorate office invite all the Iraqi, Arabian and foreign professional and experienced companies( Design and Build )to submit their information via Basra governorate office and Hill international company .

Under its program for the development of Basra, The Basra governorate is seeking Expressions of Interest (EOI) from qualified Bidders to participate in undertaking the design and build of the Basra City Canals Requalification, according with the 2040 Basra development plan, in compliance with applicable international quality practices, Safety and Environmental Codes and Standards.

The project scope includes  equalify the existing canals of Basra City, namely the Al-Sarraji-Khora canal, the Al Jubaila-Ribat canal and Al-Ashar Khandak canal with a total of 32 Km of canals (See Figure 01). The proposed tasks should address the improvement of the water quality through the elimination of all sewage discharges into the canals and redirecting all sewage discharges to proper sewage treatment facilities; and enhancing the canals’ navigational conditions for all types of small boats; and fixing the banks and sidewalks of the canals to create an enjoyable and confortable place to walk, sit and picnic.

The redesigned and construction of sidewalks shall include new landscape designs and materials to provide pedestrians and cyclists the easy access and leisure use, also to provide access for commercial use (such as restaurants and cafes). Such designs shall promote the view and the ease access to the newly rehabilitated and cleaned canals. The successful proponent shall engage in a Design and Build contract.

Following the receipt of the Expression of Interest in response to this call, a preliminary evaluation of the parties will be conducted and a short listing will be developed.  This preliminary evaluation will be based on the criteria noted below of this invitation for Expression of Interest.

Bidders shall be responsible for any expenses incurred in responding to the EOI, the terms of which are subject to change or cancellation by Basra Governorate at any time. Notwithstanding the nature or content of responses received, the Governorate of Basra and/or HILL International are not obliged to add any proponent to the Bidders list for this work, to proceed with a Request for Quotation (RFQ), or to award a Contract for the services described in this EOI.

STATEMENT OF PURPOSE & SCOPE OF WORK:

The Design and Build Contractor shall furnish all design, construction, supervision, labor, materials, supplies, equipment and services for undertaking all tasks associated with the design and construction of the above mentioned infrastructure and developments, including but not limited to the following:

*Providing safe, adequate, reliable, efficient, and effective collection of storm water and wastewater systems;

*Perform environmental water quality testing including canal soil deposits and determination of canal dredging requirements;

*Stabilize the canals riverbeds;

*Maintaining water levels in the canals, assuring navigational capabilities for small and taxi boats;

*Incorporating an aeration system (such as low profile fountains) to enhance the water quality throughout  the canals;

*All landscaping materials, such as tree but not limited to, shrub, herbaceous and other plantation, planting soil and planted ground covers, planting beds, mulch and other needed materials for general landscape areas;

*Automated irrigation system with all its associated parts;

*Courtyards, plazas, playgrounds, sports areas and exercise pathways. Such areas must include all associated materials;

*Sidewalks, walking paths, bicycle paths, boulevard medians;

*Proper vehicular access and parking areas;

*Site Features like: art works; water fountains, walls and retaining walls, fences, gates, etc.;

*All landscape elements including street furniture (bollards, seating, waste bins, planters’ containers, and bicycle stands etc.), shelters and shading;

*Signage for public areas including gateway/entry signs visitor information, map boards, directional signs and notices and any electronic display walls and flagpoles, etc.  All signage must be in both Arabic and English languages;

*Street and decorative lighting;

*Restaurants, Cafes, Beverages and ice cream shops with exterior seating; and

i)                  All designs shall be in accordance with the best applicable international standards and practices. Both design and construction shall properly bring to light all the elements, the theme, the extent, and all components of the designs for the Project.

ii)               The D&B Contractor shall fully coordinate his design and work with the PMC and any other Specialist Consultants assigned to ensure coordination of details, systems requirements and installation.

iii)            The D&B Contractor shall be responsible for all the necessary surveys and assessments, including but not limited to topographic, land ownership, geological, environmental and hydrological.

iv)            The D&B Contractor shall be responsible for contacting all utility companies to verify the field location of the utilities.  Some adjustment and/or relocation of utility lines may be required. The D&B Contractor shall be responsible for identifying any utility conflicts and coordinating with the utility companies to relocate such utility lines.

 The required  specifications:

1-  The Design and Build Contractor should have a minimum of Fifteen (15) years of Design and Build experience to undertake those tasks associated with the design of the canals including construction works and at least have successfully executed three similar projects in the last ten years.

2-  Provisions of evidence of previous operations (list of 5 projects as a minimum completed to date) similar in scope & complexity, and costing not less than 50 Million US Dollars (USD 50,000,000). (Copies of letters of award & successful completion certificates and supporting reference letters should be attached).

3-   The D&B Contractor shall demonstrate strength in source funding for projects of similar nature.  It is of utmost importance that the Contractor submits the required documentation to support his financial capabilities: a) provide the last three (3) years of financial audits; b) a bank statement supporting his financial capabilities and the bank’s willingness to grant a letter of credit of a minimum of Fifteen Million US Dollars (USD 15,000,000) in order to carry out such project.

4-   Availability and strength of committed personnel and Organizational Staffing Plan to accomplish the goals and objectives of this project.

5-   The Contractor should be registered with the Governorate of Basra and is required to maintain all licenses and permits up to date.

6-   Demonstrate and maintain a corporate safety program and culture and conduct business in accordance with a document Quality Management System that is compliant with the principles of ISO 9001:2008 or preferably is accredited by ISO.

7-The D&B Contractor shall be able to complete the Design portion of the contract within a time period of Six (6) months from the day of signing the contract and the Build portion to be completed in twenty six (26) months including the design period.

In case that the above mentioned conditions are not obtainable  , the submitting company is rejected. In case  they are available , the following additional requirements should be presented:   

-The company full name and CV.

-The field of exact specialization 

-The documents of registration and accreditation.

-Description of previous experience in Design &    Build of similar projects .

-Experience in of infrastructure Design & Build projects in Iraq or outside Iraq (if any) .

- The CV of the specialist technical staff

Hill international Company will study and evaluate these qualifications for all the submitting companies. Then, the best companies will be  chosen and written in the tender shortlist  , knowing that the last date for submitting expression of  interest requirements   is July /10^th  / 2014 .
