في اطار برنامج محافظة البصرة لتطوير المدينة ،تسعى محافظة البصرة للحصول على طلبات ابداء الاهتمام من المقاولين المؤهلين للمشاركة في مقاولة لمراجعة التصاميم و تنفيذ تقاطع مجسر خرسانى فى تقاطع الموفقية مع تهيئة الموقع من رفع الهياكل ومنظومات الخدمات التى تتعارض مع التنفيذ . |
Basra Governorate under its programme for the development of the City of Basra is seeking Expressions of Interest (EOI) from qualified Bidders to construct reinforced concrete Bridge over the intersection of Al Mouafkyiah, including all necessary site preparation as of any existing obstacles structurally and services conflicting with the execution of work. |

موقع هذا المشروع في مدينة البصرة ، العراق. نطاق العمل يتضمن (ولكن لا يقتصر على) التخطيط ومراجعة التصاميم المتوفرة والتنفيذ وتوريد المواد اللازمة، والتشغيل والاختبار. المقاولون المؤهلين سوف يشاركون بعقد من نوع مراجعة تصميم وتنفيذ. الهدف الأساسي للمحافظة من هذا المشروع هو التقليل من الازدحام في المناطق الحضرية الموجودة في المدينة بالإضافة إلى تحسين الاتصال والتنقل للسكان في المنطقة وتسهيل عملية تطوير البصرة للوصول الى كامل إمكاناتها وتكون بمثابة علامة حضارية لافتة للانتباه. |
This project is located in the City of Al-Basra, Iraq. The scope of work includes but not limited to planning, design review, construction, supply of the required materials, and Testing and Commissioning. The successful proponent shall engage under a Design and Build contract as per the available drawings. The primary objective of the Governorate is to reduce the urban congestion that is present in the City in addition to improving the connectivity and mobility of the populations in the region and facilitate the development of Al-Basra to its full potential and serve as a stunning visual landmark. |

Following the receipt of the Expression of Interest in response to this call, a preliminary evaluation of the parties will be conducted and a short listing will be developed. This preliminary evaluation will be based on the criteria noted below of this invitation for Expression of Interest. |

Bidders shall be responsible for any expenses incurred in responding to the EOI, the terms of which are subject to change or cancellation by Basra Governorate at any time. Notwithstanding the nature or content of responses received, the Governorate of Basra and/or HILL International are not obliged to add any proponent to the Bidders list for this work, to proceed with a Request for Quotation (RFQ), or to award a Contract for the services described in this EOI. |

بيان الهدف و نطاق العمل : يقوم مقاول التنفيذ بالقيام بكل من مراجعة مخططات التنفيذ والإشراف والايدي العاملة والمواد والتوريدات والمعدات والخدمات للقيام بجميع المهام المرتبطة تنفيذ المنشاءات الاساسية المذكورة أعلاه ، متضمناً (ولكن لا يقتصر على) ما يلي: (أ) جميع أعمال الطرق والجسور تشمل ولكن لا تقتصر على تنفيذ مسار مؤقت خلال التنفيذ لعدم تعطيل حركة السير بالمنطقة. |
STATEMENT OF PURPOSE & SCOPE OF WORK: The Design and Build Contractor shall all perform design review and submit shop drawing design, construction, supervision, labor, materials, supplies, equipment and services for undertaking all tasks associated with the design and construction of the above mentioned infrastructure, including but not limited to the following:
(a) All road and bridge related works to include but not limited to the construction of a temporary bridge to avoid stopping the traffic in the area. |

(ب) جميع اعمال التكسية و الانهاءات للجدران و التصاميم الهندسية مع تنفيذ (انشاء) الجدران الاستنادية (الداعمة). يجب ان تكون مصممة وفقا لأحدث المواصفات AASHTO LRFD لتصميم المجسر و / أو أي مواصفات إضافية أخرى. |
(b) All bridge related wall envelopes, structural design and construction of all retaining walls. Designed according to latest AASHTO LRFD Bridge Design Specifications and/or any other supplemental specifications. |

(ج) يجب أن تكون جميع أعمال تنفيذ المجسر وفقا لنوع هيكل المجسر المقترح (جسر نمطي). وطبقا لتصميم هيكل المجسر والتنفيذ يكون وفقا لنوع هيكل المجسر الخرساني. |
(c)All bridge construction works shall be in accordance with the type of bridge structure as per design (i.e. ordinary bridge). The bridge structural construction shall be in accordance to the type of bridge Concrete structure. |

(د) التصنيف الزلزالي المناسب، وفقا لدليل المواصفات AASHTO للLRFD لتصميم المجسر مع 7٪ احتمال حدوث تجاوزات في 75 عاما (فترة سابقة لمدة 1000 سنة). |
(d)The appropriate seismic category, in accordance with the AASHTO Guide Specifications for LRFD Bridge Design with 7% probability of exceedance in 75 years (1000 year return period). |

(ه) يتم اعتماد الـ AASHTO و / أو المواصفات البريطانية BS لإنشاء الطرق و الجسور من حيث مواد البناء و طرق التنفيذ بالاضافة إلى أي المواصفات العراقية القياسية القابلة للتطبيق. |
(e)The AASHTO and/or BS Standard Specifications for Road and Bridge Construction for construction materials and methods in addition to any applicable Iraqi Standard Specifications. |

(و) تحدد قضبان حاجز المجسر الجانبية وفقا للمواصفات الأمريكية و / أو البريطانية القياسية الحالية و / أو المواصفات القياسية العراقية القابلة للتطبيق. |
(f)The bridge parapet rails shall be specified according to current American and/or British standard specifications and/or any applicable Iraqi Standard Specifications. |

(ز) التحليل الهيدروليكي لتحديد الحاجة لتصريف المياه من ارضية الجسر و / أو تصاريف في نهاية الجسر لمعالجة المياه السطحية على سطح الجسر. |
(g)A hydraulic analysis to determine the need for deck drains and/or end of bridge drains to handle the surface water on the bridge deck. |

(ح) التحريات الجيوتقنية، وتقييم اعمال المقتربات الترابية، الأرضية الطبيعية والتربة والصخور و أي هياكل ارضية أخرى سانده أو عناصر تصميم الطرق السريعة والبناء ذات الصلة بالمشروع. يجب أن تكون جميع عمليات الحفر الدوراني عميقة بما فيه الكفاية لإظهار لمحة كاملة للتربة والصخور الى عمق الطبقة الداعمة للاساس. |
(h)The geotechnical investigation, evaluation of embankments, subgrade, soil and rock cuts and any other earth supported structures or elements of highway design and construction relevant to the project. All Bore Holes (BH) shall be deep enough to show a complete soil and rock profile to the depth of the foundation-supporting layer. |

(ع) على مقاول التنفيذ توفير شركة علمية معتمدة لتنفيذ جميع فحوصات السيطرة النوعية. |
(i) The Construction Contractor to provide international reputed accredited Company to perform related Quality Control Testing. |

(ط) اعمال مسح المنطقة وتحديثاتها، والبناء اللازمة لبناء مستوى التقاطع الجسري ، كذلك الحال فيما يتعلق بإستقامة منحدرات الجسر المرتبطة مع مستوى التقاطع وجميع الفعاليات المرتبطة بتصميم وتنفيذ المشروع. |
(j)The necessary survey updates, design and construction services necessary to construct the grade separated interchange as well as all ramp alignments associated with the grade separated intersection and the roadway design and construction activities for the Project.

(ي) يجب أن تكون جميع اصطفافات الانحدار المقترحة المرتبطة بمستوى التقاطع المفصول ان تتقيد بأحدث إصدارات مخططات الطرق القياسية المناسبة و إرشادات التصميم، ودليل صرف المياه، ومعايير تصميم CADD، وسياسة AASHTO للتصاميم المتعلقة بهندسة الطرق والشوارع، والدليل الموحد لأجهزة التحكم المرورية. عملياً فأن المقاول المصمم يجب ان يتجاوز كحد ادنى معايير التصميم. |
(k)All proposed ramp alignments associated with the grade separated intersection shall adhere to the latest editions of all appropriate Roadway Standard Drawings, Design Guidelines, Drainage Manuals, Design CADD Standards, AASHTO Policy on Geometric Design of Highways and Streets, and Manual of Uniform Traffic Control Devices. Where practical the Design Builder should exceed minimum design standards. |

(ك) يجب على مقاول مراجعة التصميم والتنفيذ ان يكون مسؤولاً عن الاتصال بشركات الخدمات للبنية التحتية للتحقق من موقع الخدمات. بعض من خطوط البنية التحتية قد تحتاج الى تعديل. يجب على المقاول ان يكون مسؤولاً عن تحديد نزاعات الخدمات و التنسيق مع شركات الخدمات العامة لنقل اي من الخطوط التي تتضمن البنية التحتية. عند المواقع التي ستبقى موجودة فيها خدمات البنية التحتية ، مُنشئ التصميم والتنفيذ سيوفر جميع التدابير الوقائية اللازمة لحماية المرافق الموجودة من التلف أثناء بناء هذا المشروع. |
(l)The Construction Firm shall be responsible for contacting utility companies to verify the field location of the utilities. Some adjustment of utility lines may be required. The Design-Builder shall be responsible for identifying utility conflicts and coordinating with the utility companies to relocate utility lines. Locations where existing utilities are to remain in place the Design-Builder shall provide all necessary protective measures to safeguard the existing utilities from damage during the construction of this project. |

(ل) يتم تركيب في الطرق اللافتات المؤقتة والدائمة بما يتفق بدقة مع الطبعة الحالية من MUTCD، الأمريكية و / أو إرشادات التصميم البريطانية للافتات الطرق السريعة، اعمدة الإنارة وإشارات المرور. |
(m)The Construction Firm shall install of all appropriate temporary and permanent roadway signage in strict accordance with the current edition of the MUTCD, American and/or British Design Guidelines for Highway Signs, Luminaries and Traffic Signals. |

(م) تركيب كل اشارات المرور إذا لزم الأمر، يجب أن يتم وفقاً لدليل تصميم حركة المرور، والمواصفات العراقية القياسية لتصميم الطرق وMUTCD. |
(n) The Construction Firm shall install of all signalized intersections, if required, shall be done in accordance to the Traffic Design Manual, applicable Iraqi Roadway Standard Drawings, and the MUTCD. |

(ن) خطة مراقبة الحركة لمقاول التنفيذ يجب إظهار مفهوم التقليل والحد من الإضطرابات في مرافق الطرق الكائنة خلال مدة تنفيذ المشروع ويجب توضيح التصميم ومراحل مراقبة حركة المرور والبناء لتقليل من إزعاج (إعاقة) السائق في مرافق الطرق. |
(o) The Construction Firm shall provide Builder Traffic Control Plan shall show the staging concept to minimize disruptions to the existing roadway facilities during the life of the project and shall demonstrate how the design, traffic control phasing and construction minimize inconvenience to the motorist on the facility. |

(س) مقاول التنفيذ يجب أن يكون وحده المسؤول عن الحصول على أي تراخيص بيئية اللازمة او الموافقات الناتجة عن التصميم وعملية البناء. |
(p) The Construction Firm shall be solely responsible for and obtain any necessary environmental permits or approvals resulting from the design and construction process. |

(ع) يجب على مقاول التنفيذ ان يكون المسؤول الوحيد لضمان تنفيذ جميع التدابير المناسبة للتخفيف من حدة التلوث الضوضائي لحركة المرور المستقبله، إلى أن يتضح من النماذج ضجيج حركة المرور، وفقا للتشريعات المحلية، أو إذا غير موجود، مع التوجيه الأوروبي للضوضاء البيئية (END). |
(q) The Construction Firm shall be solely responsible to ensure the installation of all appropriate measures for mitigating traffic noise pollution to the impacted receivers, to be demonstrated by traffic noise models, in accordance to local legislation or, if nonexistent, to the European Environmental Noise Directive (END). |

معايير المقاولين: محافظة البصرة تدعو لأبداء الاهتمام لخدمات عقود تطوير التصميم والتنفيذ من المقاولين المؤهلين ذوي الخبرة، والشركات المؤهلة، والسمعه المعتبرة، المشهود لهم دولياً، والقادرة مالياً التي تناسب المعايير التالية؛ |
CONTRACTORS CRITERIA: The Governorate of Basra invites Expressions of Interest for D&B Contract Services from qualified, experienced, reputed, internationally acclaimed, and financially capable Contractors which fits the following Criteria; |

(أ) يجب أن يكون مقاول التصميم والتنفيذ لديه خبرة لا تقل عن خمسة عشر (15) عاما من اعمال تنفيذ مشاريع مرتبطة بهياكل التقاطعات والجسور متضمناً أعمال التنفيذ وعلى الأقل قد نفذ وبنجاح اثنين من المشاريع المماثلة في السنوات الخمس الماضيه. |
(a)The D&B Contractor should have a minimum of Fifteen (15) years of Design and Build experience to undertake those tasks associated with the Interchange and Bridge structure including construction works and at least have successfully executed two similar projects in the last five years. |

(ب) تقديم أدلة من الاعمال السابقة (قائمة من 5 مشاريع كحد أدنى أنجزت حتى الآن) مماثلة في النطاق واكثر تعقيداً ، ولا تقل كلفة كلا منها عن 50 مليون دولار أمريكي (50,000,000 دولار أمريكي). (ارفاق نسخ من خطابات وشهادات الاحالة وشهادات الانجاز الناجح وخطابات المرجعية المدعومة). |
(b)Provision of evidence of previous operations (list of 5 projects as a minimum completed to date) similar in scope & complexity, and each costing not less than fifty Million US Dollars (USD 50,000,000). (Copies of letters of award & successful completion certificates and supporting reference letters should be attached). |

(ج) على مقاول تطوير التصميم والتنفيذ أن يثبتت كفائته المالية في تمويل المشاريع ذات الطبيعة المماثلة. فإنه من الأهمية القصوى أن يقدم المقاول الوثائق المطلوبة لدعم القدرات المالية وتقديم الحسابات الختامية لثلاث (3) سنوات الاخيرة ودعم القدرات المالية له برسالة مُرجعيه من البنك تفيد بكفاءته المالية وكحد أدنى خمسون مليون دولار أمريكي (50,000,000 دولار أمريكي) من أجل تنفيذ مثل هذا المشروع. |
(c)The Design development & Building Contractor should have demonstrated strength in sourcing funding for projects of similar nature. It is of outmost importance that the contractor submits the required documentation to support the financial capabilities and to provide a three (3) year financial audited statement supporting his financial capabilities with a reference letter from a bank stating his financial capability with a minimum of fifty Million US Dollars (USD 50,000,000) in order to carry out such project. |

(د) توفير وتأكيد تواجد الايدي العاملة والأفراد الملتزمين بالعمل مع المقاول مع خطة توظيف منظمة لتحقيق أهداف وغايات المشروع. |
(d)Availability and strength of committed personnel and Organizational Staffing Plan to accomplish the goals and objectives of the project. |

(ه) المقاولون يجب أن يكونوا مسجلين مع محافظة البصرة وان تكون جميع التراخيص والتصاريح صالحة ومجددة حتى الآن. |
(e)The proponent should be registered with the Governorate of Basra and is required to maintain all licenses and permits up to date. |
|
(و) اتباع برنامج السلامة والمحافظة عليه وان يتم تنفيذ الاعمال بموجب وثيقة نظام إدارة الجودة بما يتوافق مع مبادئ ISO 9001:2008 أو يفضل أن يتم اعتمادها برنامج الشركة التنفيذي من قبل الأيزو. |
(f)Demonstrate and maintain a corporate safety program and culture and conduct business in accordance with a document Quality Management System that is compliant with the principles of ISO 9001:2008 or preferably is accredited by ISO. |

(ز) يجب على المقاول ان يكون قادراً على اكمال المشروع خلال الفترة الزمنية المقدرة بـ (12) شهرا من يوم توقيع العقد. |
(g)The D&B Contractor shall be able to complete the project within the time period estimated of (12) months from the day of signing the contract. |
|
(ح) يجب تقديم جميع الوثائق المتعلقة بخلفية الشركة وأي شريك آخر باللغة الإنجليزية. لن يتم قبول تقديم الوثائق باللغة العربية ما لم تترجم إلى اللغة الإنجليزية. |
(h)All documentation pertaining to the company’s profile and any joint venture with others should be submitted in the English language. The submission of documentation in the Arabic language will not be accepted unless translated into the English language. |

(ط) يجب ان تكون المستندات المرسلة منظمة بشكل منطقي ومتسلسلة حسب المعلومات المطلوبة في نموذج التأهيل المرفق. |
(i)The submitted documentation shall be organized in a logical manner, guided by the established sequence of the attached pre-qualification form. |
|
(ي) جميع المستندات يجب ارسالها تحت فهرسة متفق عليها عالميا غير قابلة للتعديل (PDF) . جميع المستندات يجب ارسالها ضمن ملف واحد لا يتجاوز 100 ميغابايت وباللغة الانكليزية ويجب ان يشير العنوان الى اسم الشركة واسم المشروع ذو العلاقة. |
(j) All documentation must be submitted in a standard industry reference, non-editable, digital format (PDF). The documentation must consist in one file only, not exceeding 100 MB. File names must be in English language, and shall identify the submitting company and the project title. |

ارشادات التقديم : يجب على الأطراف المهتمة تقديم رسالة تفيد اهتمامهم وملخص مفصل لمؤهلاتهم المطلوبة من خلال ملئ وتوقيع وختم استمارة التأهيل المرفقة، تسليط الضوء على مطابقتها للقدرات المذكورة أعلاه جنباً إلى جنب مع بيانات الشركة العامة وتفاصيل الأعمال المماثلة المنفذة. يمكن للشركات ان تقدم ملفاتها لوحدها، أو متحدة مع شركات أخرى. إذا كانت رسالة ابداء الاهتمام هي من مجموعة من الشركات، يجب ان تتوفر المعلومات المطلوبة لجميع الشركات المكونة للاتحاد ، كما إنه يجب أن يتم توضيح أي شركة هي الشركة الرائدة والممثلة للاتحاد، وينبغي تحديد طبيعة ترتيب الاتحاد ، وان يتضمن التقديم رسالة اتفاق الاتحاد الموقعة من جميع الشركات. |
SUBMISSION GUIDELINES Interested parties shall submit a letter stating their interest and a detailed summary of their qualifications to be filled, signed and stamped the attached prequalification form, highlighting their compliance with the above listed capabilities along with the generic company profile and details of similar works executed. Firms may request to be qualified alone, or in consortium with other firms. If the Expression of Interest is from a consortium of firms, the following information on all firms making up the consortium must be provided, it must be clearly indicated which firm is the lead firm of the consortium, and the nature of the consortium arrangement should be specified, including a consortium letter of agreement signed by all firms. |

Application for Expression of Interest (EOI), accompanied by the above listed documents should be forwarded in sealed envelope and must be clearly marked “Expression of Interest for a Review of the Design and Build of Al- Mouafkyiah Interchange and Bridge, Basra City, Basra Governorate.- Iraq” . |

الحق في قبول أو رفض أي أو جميع التطبيقات: محافظة البصرة تحتفظ بحقها في تحديث أو تعديل أو استكمال متطلبات، أو إلغاء دعوة ابداء الاهتمام هذه أو عملية استدراج العروض في أي وقت. تحتفظ محافظة البصرة الحق في قبول أو رفض أي من أو جميع الطلبات، وتأهيل أو استبعاد اي أو جميع الطلبات المقدمة لدعوة ابداء الاهتمام. تقديم اجابة لهذه الدعوة ابداء الاهتمام لا يضمن تلقائيا أن الطرف المتقدم ان ياخذ بالاعتبار وصل طلب متطلبات العرض (RFP) عندما أصدر ولن تكون محافظة البصرة ملتزمه على تقبل أي مطالبة بالتعويض عن نفقات فيما يتعلق لإعداد EOI’s و تقديمها. |
RIGHT TO ACCEPT OR REJECT ANY OR ALL APPLICATIONS The Governorate of Basra reserves the right to update, amend or supplement the requirements of, or cancel this Invitation for Expression of Interest or the solicitation process at any time. Basra Governorate reserves the right to accept or reject any or all submissions, and qualify or disqualify any or all submissions made to this Invitation for Expression of Interest. Submitting a response to this Invitation for Expression of Interest does not automatically guarantee that the submitting party will be considered for receipt of the Request for Proposal (RFP) when issued nor will Basra Governorate be under any obligation to entertain any claim for expenses in relation to the preparation and of the EOI’s for submissions. |

محافظة البصرة تحتفظ لنفسها بالحق في رفض أي طلب EOI إذا: (أ) في أي وقت، تم تحريف للمواد أو كشفها، أو (ب) عدم استجابة المقاول فورا للاطار الزمني المحدد. ان مثل هذا التحريف و / أو اجابات غير لائقه تؤدي إلى تنحية الاستشاري. محافظة البصرة سوف لن تكون مسؤولة عن فقدان أو عدم استلام أو تأخير في استلام أي طلب التأهيل المسبق تم أرساله عن طريق البريد أو البريد السريع. |
The Governorate of Basra reserves the right to reject any EOI application if: (a)At any time, a material misrepresentation is made or uncovered, or (b)The Contractor does not respond promptly and by the designated time frame Such misrepresentation and/or improper responses would lead to the disqualification of the Contractor. The Governorate of Basra shall not be responsible for the loss or non-receipt or delay in the receipt of any pre-qualification application sent by post or courier .

ستقوم شركة هيل انترناشيونال (Hill International) بدراسة هذه المؤهلات ولجميع الشركات المتقدمة وسيتم اختيار أفضل الشركات ووضعها ضمن القائمة المختصرة للمناقصة. علماً بأن اخر موعد لتقديم بيانات ابداء الاهتمام هو 21/ايلول/2014 |
In case that the above mentioned conditions are not obtainable , the submitting company is rejected. In case they are available , the following additional requirements should be presented: - The company full name and CV. -The field of exact specialization -The documents of registration and accreditation. -Description of previous experience in Design & Build of similar projects . -Experience in of infrastructure Design & Build projects in Iraq or outside Iraq (if any) . - The CV of the specialist technical staff .
Hill international Company will study and evaluate these qualifications for all the submitting companies. Then, the best companies will be chosen and written in the tender shortlist knowing that the last date for submitting expression of interest requirements is September /21th / 2014 .
