في اطار برنامج محافظة البصرة لتطوير المدينة ،تسعى محافظة البصرة للحصول على طلبات ابداء الاهتمام من المقاولين المؤهلين للمشاركة في مقاولة تشغيل وصيانة شبكات الصرف الصحي والامطار ومحطات الرفع في مركز مدينة البصرة لمدة ثلاث سنوات بما يتطابق مع المعايير العالمية للجودة النوعية والسلامة والرموز البيئية المعمول بها |
Basra Governorate under its programme for the development of the City of Basra is seeking Expressions of Interest (EOI) from qualified Bidders to undertaking the operation and maintenance of waste water and storm water networks and pump station of Basra city center for three( 3) years in compliance with the applicable international practiced quality ,safety and environmental codes and standards |

يشمل نطاق المشروع تشغيل وصيانة شبكات مياه الصرف الصحي والامطار المنفصلة مع محطات الضخ بالاضافة الى استبدال الاجزاء والمعدات الميكانيكية والكهربائية والخارجة عن الخدمة . |
The project scope includes operation and maintenance of the networks of storm water and wastewater and pump station ;the works include the replacement of mechanical and electrical parts and equipment that are out of service |

بعد استلام رسالة ابداء الاهتمام استجابةً لهذه الدعوة، سيتم إجراء تقييم أولي للأطراف وسيتم وضع قائمة قصيرة. سوف يستند هذا التقييم الأولي على المعايير المذكورة أدناه من هذه الدعوة لإبداء الاهتمام. |
Following the receipt of the Expression of Interest in response to this call, a preliminary evaluation of the parties will be conducted and a short listing will be developed. This preliminary evaluation will be based on the criteria noted below of this invitation for Expression of Interest. |

سيتحمل المشاركين مسؤولية أي نفقات تم تكبدها في الاستجابة لطلب ابداء الاهتمام، والشروط ممكن تغييرها أو الغائها من قبل محافظة البصرة في أي وقت. بغض النظر عن طبيعة أو مضمون الردود التي استُلمت، محافظة البصرة و/ أو هيل انترناشونال ليست ملزمة بإضافة اي من المشاركين إلى قائمة المتقدمون لهذا العمل، ومن ثم دعوته ضمن مرحلة طلب تحديد الاسعار (RFQ)، أو منح عقد للخدمات الموضحة في طلب ابداء الاهتمام الحالي. |
Bidders shall be responsible for any expenses incurred in responding to the EOI, the terms of which are subject to change or cancellation by Basra Governorate at any time. Notwithstanding the nature or content of responses received, the Governorate of Basra and/or HILL International are not obliged to add any proponent to the Bidders list for this work, to proceed with a Request for Quotation (RFQ), or to award a Contract for the services described in this EOI. |

بيان الهدف و نطاق العمل : تقسم مدينة البصرة الى ثلاث مناطق,تشمل بالمجمل 116 محطة للمجاري والامطار .المساحة الكلية تقدر ب 54.7 كم2 وعدد سكان يتراوح بين 700,000 الى 900,000نسمة. العمل يعتمد على اعداد دراسة كاملة واجراء مسح كامل للشبكة على مستوى المنطقة لتقدير واقع حال الشبكة الحالية على مستوى المنطقة لتقدير واقع حال الشبكة الحالية لامكانية تقديم دراسة كاملة لشرح طريقة الصيانة والتشغيل للشبكة والخدمات التي سوف تقوم بها الشركة مع الاسترشاد بجداول الكميات التي سوف يتم ارفاقها مع طلب العروض لاحقا الهدف من المشروع هو توفير الكادر الفني والمعدات والاليات الحديثة( واي وسائل ضرورية اخرى ) اللازمة وقطع الغيار طبقا للمعايير الدولية التي تحقق اقصاه كفاءة للتشغيل والصيانة سوف يتم تحقيق الهدف من خلال الاغراض الرئيسية التالية 1 – اداء المسح الموقعي لتوفير خطط كاملة ودقيقة للموقع الاوضاع والخدمات الحالية والمخططات والوثائق الاخرى المماثلة للاوضاع الحالية 2- انضمة توزيع وتوصيل الخدمات للمنا\طق المختلفة مع بيان القدرة الكافية لتوفير الاحتياجات الحالية والمستقبلية 3- ضمان الجودة العالية للاعمال خلال مراحل التشغيل والصيانة لمقاوليين مؤهلين O&M 4- تحسين البيئة الحضرية بما في ذلك التكيف مع تاثير تغير المناخ وحفظ الطاقة |
STATEMENT OF PURPOSE & SCOPE OF WORK: AL Basra city shall be divided into three (3) zones;all include 116 stations in total .The total area is approximately 54,7 km2 and population of 700,000 to 900,000 inhabitants. The work foresees the preparation of a study and completes operation and maintenance for the waste water sewage networks ,storm water network and pump stations .In addition to storm water system individually with pumping ststion ,with guide of BOQ which will be attach with the RFP.
The aim of the project is to provide the modern technical staff and resource including equipment and machines (including spare parts) that achieve the maximum efficiency of operation according to the international standards.
The goal will be achieved through the following main objectives : 1-performing site surveys to provide complete and accurate site plans ,existing conditions plans and other similar documentation of existing conditions 2- land distribution delivery systems with sufficient capacity to supply current and future demands 3- ensure high quality of works during the operation and maintenance and the selection of qualified O&M contractor 4- improvement of urban environment , including adaptation to the impacts of climate change and energy conservation |

معايير المقاولين: محافظة البصرة تدعو لأبداء الاهتمام لخدمات عقود التشغيل والصيانة من المقاولين المؤهلين ذوي الخبرة، والشركات المؤهلة، والسمعه المعتبرة، المشهود لهم دولياً، والقادرة مالياً التي تناسب المعايير التالية؛ |
CONTRACTORS CRITERIA: The Governorate of Basra invites Expressions of Interest for D&B Contract Services from qualified, experienced, reputed, internationally acclaimed, and financially capable Contractors which fits the following Criteria; |

(أ) يجب أن يكون مقاول التصميم والتنفيذ لديه خبرة لا تقل عن خمسة عشر (15) عاما من اعمال التشغيل والصيانة بمشاريع مرتبطة باعمال البنى التحتية والتي تتضمن على سبيل المثال لا الحصر تشغيل وصيانة محطات رفع وشبكات الصرف الصحي والامطار |
(a)The D&B Contractor should have a minimum of Fifteen (15) years of operation and maintenance experience to undertake those takes associated with the waste water networks storm water networks and pump stations |

(ب) تقديم أدلة من الاعمال السابقة (قائمة من 5 مشاريع كحد أدنى أنجزت حتى الآن) مماثلة في النطاق واكثر تعقيداً ، ولا تقل كلفة كلا منها عن 45 مليون دولار أمريكي (45,000,000 دولار أمريكي). (ارفاق نسخ من خطابات وشهادات الاحالة وشهادات الانجاز الناجح وخطابات المرجعية المدعومة). |
(b)Provision of evidence of previous operations (list of 5 projects as a minimum completed to date) similar in scope & complexity, and each costing not less than fourty five Million US Dollars (USD 45,000,000). (Copies of letters of award & successful completion certificates and supporting reference letters should be attached). |

(ج) على مقاول التصميم والتنفيذ أن يثبتت كفائته المالية في تمويل المشاريع ذات الطبيعة المماثلة. فإنه من الأهمية القصوى أن يقدم المقاول الوثائق المطلوبة لدعم القدرات المالية وتقديم الحسابات الختامية لثلاث (3) سنوات الاخيرة ودعم القدرات المالية له برسالة مُرجعيه من البنك تفيد بكفاءته المالية وكحد أدنى عشرة ملايين دولار أمريكي (10,000,000 دولار أمريكي) من أجل تنفيذ مثل هذا المشروع. |
(c)The Design & Building Contractor should have demonstrated strength in sourcing funding for projects of similar nature. It is of outmost importance that the contractor submits the required documentation to support the financial capabilities and to provide a three (3) year financial audited statement supporting his financial capabilities with a reference letter from a bank stating his financial capability with a minimum of ten Million US Dollars (USD 10,000,000) in order to carry out such project. |

(د) المقاولون يجب أن يكونوا مسجلين مع محافظة البصرة وان تكون جميع التراخيص والتصاريح صالحة ومجددة حتى الآن. |
(e)The proponent should be registered with the Governorate of Basra and is required to maintain all licenses and permits up to date. |

|
|
(هـ) اتباع برنامج السلامة والمحافظة عليه وان يتم تنفيذ الاعمال بموجب وثيقة نظام إدارة الجودة بما يتوافق مع مبادئ ISO 9001:2008 أو يفضل أن يتم اعتمادها برنامج الشركة التنفيذي من قبل الأيزو. |
(f)Demonstrate and maintain a corporate safety program and culture and conduct business in accordance with a document Quality Management System that is compliant with the principles of ISO 9001:2008 or preferably is accredited by ISO. |

(ز) يجب على المقاول ان يكون قادراً على اكمال المشروع خلال الفترة الزمنية المقدرة بـ (36) شهرا من يوم توقيع العقد او منفردة بمعدل (12) شهرا قابلة للتجديد بموافقة رب العمل . |
(g)The D&B Contractor shall be able to complete the project within the time period estimated of (36) months from the day of signing the contract or separated in average of( 12) months renewable of the employer . |

ارشادات التقديم : يجب على الأطراف المهتمة تقديم رسالة تفيد اهتمامهم وملخص مفصل لمؤهلاتهم المطلوبة من خلال ملئ وتوقيع وختم استمارة التأهيل المرفقة، تسليط الضوء على مطابقتها للقدرات المذكورة أعلاه جنباً إلى جنب مع بيانات الشركة العامة وتفاصيل الأعمال المماثلة المنفذة. يمكن للشركات ان تقدم ملفاتها لوحدها، أو متحدة مع شركات أخرى. إذا كانت رسالة ابداء الاهتمام هي من مجموعة من الشركات، يجب ان تتوفر المعلومات المطلوبة لجميع الشركات المكونة للاتحاد ، كما إنه يجب أن يتم توضيح أي شركة هي الشركة الرائدة والممثلة للاتحاد، وينبغي تحديد طبيعة ترتيب الاتحاد ، وان يتضمن التقديم رسالة اتفاق الاتحاد الموقعة من جميع الشركات. |
SUBMISSION GUIDELINES Interested parties shall submit a letter stating their interest and a detailed summary of their qualifications to be filled, signed and stamped the attached prequalification form, highlighting their compliance with the above listed capabilities along with the generic company profile and details of similar works executed. Firms may request to be qualified alone, or in consortium with other firms. If the Expression of Interest is from a consortium of firms, the following information on all firms making up the consortium must be provided, it must be clearly indicated which firm is the lead firm of the consortium, and the nature of the consortium arrangement should be specified, including a consortium letter of agreement signed by all firms. |

Application for Expression of Interest (EOI), accompanied by the above listed documents should be forwarded in sealed envelope and must be clearly marked “Expression of Interest for a operation and maintenance of waste water and storm water networks and pump station of Basra city center, Basra City ,at the Basra Governorate.- Iraq” . |

الحق في قبول أو رفض أي أو جميع التطبيقات: محافظة البصرة تحتفظ بحقها في تحديث أو تعديل أو استكمال متطلبات، أو إلغاء دعوة ابداء الاهتمام هذه أو عملية استدراج العروض في أي وقت. تحتفظ محافظة البصرة الحق في قبول أو رفض أي من أو جميع الطلبات، وتأهيل أو استبعاد اي أو جميع الطلبات المقدمة لدعوة ابداء الاهتمام. تقديم اجابة لهذه الدعوة ابداء الاهتمام لا يضمن تلقائيا أن الطرف المتقدم ان ياخذ بالاعتبار وصل طلب متطلبات العرض (RFP) عندما أصدر ولن تكون محافظة البصرة ملتزمه على تقبل أي مطالبة بالتعويض عن نفقات فيما يتعلق لإعداد EOI’s و تقديمها. |
RIGHT TO ACCEPT OR REJECT ANY OR ALL APPLICATIONS The Governorate of Basra reserves the right to update, amend or supplement the requirements of, or cancel this Invitation for Expression of Interest or the solicitation process at any time. Basra Governorate reserves the right to accept or reject any or all submissions, and qualify or disqualify any or all submissions made to this Invitation for Expression of Interest. Submitting a response to this Invitation for Expression of Interest does not automatically guarantee that the submitting party will be considered for receipt of the Request for Proposal (RFP) when issued nor will Basra Governorate be under any obligation to entertain any claim for expenses in relation to the preparation and of the EOI’s for submissions. |

محافظة البصرة تحتفظ لنفسها بالحق في رفض أي طلب EOI إذا: (أ) في أي وقت، تم تحريف للمواد أو كشفها، أو (ب) عدم استجابة المقاول فورا للاطار الزمني المحدد. ان مثل هذا التحريف و / أو اجابات غير لائقه تؤدي إلى تنحية المقاول. محافظة البصرة سوف لن تكون مسؤولة عن فقدان أو عدم استلام أو تأخير في استلام أي طلب التأهيل المسبق تم أرساله عن طريق البريد أو البريد السريع. |
The Governorate of Basra reserves the right to reject any EOI application if: (a)At any time, a material misrepresentation is made or uncovered, or (b)The Contractor does not respond promptly and by the designated time frame Such misrepresentation and/or improper responses would lead to the disqualification of the Contractor. The Governorate of Basra shall not be responsible for the loss or non-receipt or delay in the receipt of any pre-qualification application sent by post or courier .

وان عدم توفر الشروط اعلاه يعتبر المتقدم مرفوضاً ،وفي حال توفرها تقدم المتطلبات الاضافية التالية: تعريف بمقدم العطاء ويتضمن: - الاسم والسيرة الكاملة للشركة - مجال الاختصاص الدقيق - وثائق التسجيل و الاعتماد - وصف الخبرة السابقة في التصميم والتنفيذ لمشاريع مماثلة - الخبرة في التصميم والتنفيذ لمشاريع البنية التحتية في العراق (ان وجدت) - كادر الاختصاص الفني مع السيرة الذاتية
ستقوم شركة هيل انترناشيونال (Hill International) بدراسة هذه المؤهلات ولجميع الشركات المتقدمة وسيتم اختيار أفضل الشركات ووضعها ضمن القائمة المختصرة للمناقصة. علماً بأن اخر موعد لتقديم بيانات ابداء الاهتمام هو 16/ايلول/2014 |
In case that the above mentioned conditions are not obtainable , the submitting company is rejected. In case they are available , the following additional requirements should be presented: - The company full name and CV. -The field of exact specialization -The documents of registration and accreditation. -Description of previous experience in Design & Build of similar projects . -Experience in of infrastructure Design & Build projects in Iraq or outside Iraq (if any) . - The CV of the specialist technical staff .
Hill international Company will study and evaluate these qualifications for all the submitting companies. Then, the best companies will be chosen and written in the tender shortlist knowing that the last date for submitting expression of interest requirements is September /16th / 2014 .
