الموضوع: مشروع تصميم وتنفيذ خدمات البنية التحتية لمنطقة ياسين خريبط في محافظة البصرة.

ضمن مشاريع التنمية الجارية ، تدعو محافظة البصرة  كافة الشركات العراقية والعربية والاجنبية من  ذوي الاختصاص والخبرة في التصميم و وتنفيذ البنية التحتية متضمنا نظام وشبكات الصرف الصحي ونظام مياه الامطار ، تأهيل الطرق، انشاء الطرق الجديدة وتجميلها، انارة الشوارع وكذلك غيرها من الخدمات الاخرى لمنطقة ياسين خريبط وبمساحة اجمالية قدرها 4.4 كم2 مع خطة تطوير لسنة 2040.بما يتطابق مع المعايير العالمية للجودة النوعية والسلامة و الرموز البيئية المعمول بها.

يشمل نطاق المشروع شبكات تجميع مياه الأمطار ومياه الصرف الصحي منفصلة مع محطات ضخ وربطها مع اقرب محطة معالجة مياه الصرف الصحي، امدادات مياه الصالحة للشرب، مياه الري، فوهات الحريق ، تأهيل الطرق وبناء الطرق الجديدة  والأرصفة ، الاتصالات السلكية واللاسلكية، كابلات الألياف البصرية ونظام الغاز المسال وفقا لمواصفات المشروع وكذلك توفير التصاميم التفصيلية لتجهيزات الطاقة الكهربائية تحت الأرض.

سيتحمل المشاركين مسؤولية أي نفقات تم تكبدها في الاستجابة لطلب ابداء الاهتمام، والشروط ممكن تغييرها أو الغائها من قبل محافظة البصرة في أي وقت. بغض النظر عن طبيعة أو مضمون الردود التي استُلمت، محافظة البصرة  و/ أو هيل انترناشونال ليست ملزمة بإضافة اي من المشاركين إلى قائمة المتقدمون لهذا العمل، ومن ثم دعوته ضمن مرحلة طلب تحديد الاسعار ، أو منح عقد للخدمات الموضحة في طلب ابداء الاهتمام الحالي.

بيان الهدف و نطاق العمل :

تقع منطقة ياسين خريبط في الجزء الشمالي الغربي من مدينة البصرة، مجموع المناطق التي تخدمها تقريبا4.4 كم2

 تفتقر منطقة ياسين خريبط لكل من شبكة الصرف الصحي و تصريف مياه الأمطار. البنية التحتية الوحيدة القائمة هي جزء من شبكة مياه الشرب الذي يمتد على طول الطريق الرئيسي في وسط المنطقة. العمل ينص على إعداد دراسة كاملة للتصميم والبناء لمشروع البنية التحتية والخدمات والطرق والتي سوف تشمل شبكة المجاري ومحطة الضخ. بالإضافة إلى نظام منفصل لمياه الأمطار ومحطات الضخ، امدادات مياه الصالحة للشرب،  مياه الري، فوهات الحريق ، تأهيل الطرق وبناء الطرق الجديدة  والأرصفة ، الاتصالات السلكية واللاسلكية، كابلات الألياف البصرية ونظام الغاز المسال وكذلك توفير التصاميم التفصيلية لتجهيزات الطاقة الكهربائية تحت الأرض .

الهدف من المشروع هو توفير بنية تحتية آمنة وكافية وموثوقة وفعالة، وتجميع فعال لمياه الأمطار ومياه الصرف الصحي بشكل منفصل ، وبناء الطرق والأرصفة وتوفير  إمدادات المياه، فوهات الحريق وغيرها من خدمات البنى التحتية. خدمات البنية التحتية سيتم تقديمها بطريقة ملائمة بيئياً واقتصادياً سواء من حيث المعالجة والتوزيع.

سوف يتم تحقيق الهدف من خلال الاغراض الرئيسية التالية:

1-   أداء المسح الموقعي لتوفير خطط كاملة ودقيقة للموقع، الاوضاع والخدمات الحالية والمخططات والوثائق الأخرى المماثلة للاوضاع الحالية.

2-   انظمة توزيع وتوصيل الخدمات للمناطق المختلفة مع بيان القدرة الكافية لتوفير الاحتياجات الحالية والمستقبلية

3-   التصميم الكفوء للبنى التحتية والخدمات  لمنطقة ياسين خريبط من قبل المقاول المؤهل D &B  باستخدام المعايير الدولية وأحدث التقنيات والاخذ بالاعتبار متوسط المعدل المتوقع للنمو السكاني السنوي ولغاية 2040.

4-   ضمان الجودة العالية للأعمال خلال مراحل التنفيذ واختيار المقاولين  المؤهلين D & B.

5-   اعتماد الأنظمة الذكية في التحكم وتشغيل خدمات البنى التحتية ومحطات الضخ باستخدام PLC و  SCADA .

6-   تحسين البيئة الحضرية، بما في ذلك التكيف مع تأثير تغير المناخ وحفظ الطاقة.

المواصفات المطلوبة:

1- يجب أن يكون مقاول التصميم والتنفيذ لديه خبرة لا تقل عن خمسة عشر (15) عاما من اعمال تصميم وتنفيذ بمشاريع مرتبطة بأعمال البنى التحتية والصرف الصحي .

2- تقديم أدلة من الاعمال السابقة (قائمة من 5 مشاريع كحد أدنى أنجزت حتى الآن) مماثلة في النطاق واكثر تعقيداً ، ولا تقل كلفة كلا منها عن مائتين مليون دولار أمريكي (200,000,000 دولار أمريكي).

3- على مقاول التصميم والتنفيذ أن يثبت كفاءته المالية في تمويل المشاريع ذات الطبيعة المماثلة. فإنه من الأهمية القصوى أن يقدم المقاول الوثائق المطلوبة لدعم القدرات المالية وتقديم الحسابات الختامية لثلاث (3) سنوات الاخيرة ودعم القدرات المالية له برسالة مُرجعيه من البنك تفيد بكفاءته المالية وكحد أدنى مائة مليون دولار أمريكي (100,000,000 دولار أمريكي) من أجل تنفيذ مثل هذا المشروع.

4- توفير وتأكيد تواجد الايدي العاملة والأفراد الاجانب بما لا يقل عن 50% الملتزمين بالعمل مع المقاول مع خطة توظيف منظمة لتحقيق أهداف وغايات المشروع.

5- المقاولون يجب أن يكونوا مسجلين مع محافظة البصرة وان تكون جميع التراخيص والتصاريح صالحة ومجددة حتى الآن.

6- اتباع برنامج السلامة والمحافظة عليه وان يتم تنفيذ الاعمال بموجب وثيقة نظام إدارة الجودة بما يتوافق مع مبادئ ISO 9001:2008 أو يفضل أن يتم اعتمادها برنامج الشركة التنفيذي من قبل الأيزو .

7- يجب على المقاول ان يكون قادراً على اكمال المشروع خلال الفترة الزمنية المقدرة بـ (20) شهرا من يوم توقيع العقد.

ارشادات التقديم :

يجب على الأطراف المهتمة تقديم رسالة تفيد اهتمامهم وملخص مفصل لمؤهلاتهم المطلوبة من خلال ملئ وتوقيع وختم استمارة التأهيل المرفقة، تسليط الضوء على مطابقتها للقدرات المذكورة أعلاه جنباً إلى جنب مع بيانات الشركة العامة وتفاصيل الأعمال المماثلة المنفذة. يمكن للشركات ان تقدم ملفاتها لوحدها، أو متحدة مع شركات أخرى. إذا كانت رسالة ابداء الاهتمام هي من مجموعة من الشركات، يجب ان تتوفر المعلومات المطلوبة لجميع الشركات المكونة للاتحاد ، كما إنه يجب أن يتم توضيح أي شركة هي الشركة الرائدة والممثلة للاتحاد، وينبغي تحديد طبيعة ترتيب الاتحاد ، وان يتضمن التقديم رسالة اتفاق الاتحاد الموقعة من  جميع الشركات.

ينبغي إرسال طلب ابداء الاهتمام (EOI)، مصحوبا بالمستندات المذكورة أعلاه في ظرف مختوم، ويجب أن تكون وضعت بشكل واضح "

وان عدم توفر الشروط اعلاه يعتبر المتقدم مرفوضاً ،وفي حال توفرها تقدم المتطلبات الاضافية التالية: 

تعريف بمقدم العطاء ويتضمن:

-         الاسم والسيرة الكاملة للشركة

-         مجال الاختصاص الدقيق

-         وثائق التسجيل و الاعتماد

-         وصف الخبرة السابقة في التصميم والتنفيذ لمشاريع مماثلة

-         الخبرة في التصميم والتنفيذ لمشاريع البنية التحتية في

العراق (ان وجدت)

-         كادر الاختصاص الفني مع السيرة الذاتية

 ستقوم شركة هيل انترناشيونال (Hill International) بدراسة هذه المؤهلات ولجميع الشركات المتقدمة وسيتم اختيار أفضل الشركات ووضعها ضمن القائمة المختصرة للمناقصة.

Subject: Design and Build of Infrastructure Services of Yassen Khrebit Area in Governorate of Basra.

The project is included within the current developing projects .For this aim, Basra governorate office invite all the Iraqi, Arabian and foreign professional and experienced companies Design and build of the infrastructure works of wastewater system, storm water system, potable water system, roads rehabilitation, construction and beautification, street lights and other utilities for Yassen Khrebit area with an approximate area of 4.4 Km2  with a plan for development as per 2040 in  compliance with the applicable  international practiced quality, safety and environmental  codes and Standards.

 The project scope includes in particular the collecting networks of storm water and wastewater individually with their pump station and to be connected to the nearest Sewage Treatment Plant, water supply, Irrigation, Fire Hydrants, roads rehabilitation and construction of new roads and sidewalks, Telecommunications, Fiber Optic Cables and LPG system as per project specifications, also Detail design for underground Electrical Power Supply,.

Bidders shall be responsible for any expenses incurred in responding to the EOI, the terms of which are subject to change or cancellation by Basra Governorate at any time. Notwithstanding the nature or content of responses received, the Governorate of Basra and/or HILL International are not obliged to add any proponent to the Bidders list for this work, to proceed with a Request for Quotation (RFQ), or to award a Contract for the services described in this EOI.

STATEMENT OF PURPOSE & SCOPE OF WORK :

Yassen Khrebit area is located at the North-West part of Basra city. The total served areas is approximately. 4.4 km2

Yassen Khrebit area lacks both sewerage and storm water network. The only existing infrastructure is a portion of a potable water network that runs along the main road in the center of the area. The work foresees the preparation of a study and complete Design & Build for the Infrastructure, utilities and roads Project which will include waste water sewage network and pumping stations. In addition to Storm Water System individually with pumping Stations, water supply, Irrigation, Fire Hydrants, rehabilitation and new construction of Roads, Sidewalks, street lights, Telecommunications, Fiber Optic Cables and LPG system also Detail Design  for Underground Electrical Power Supply to be considered instead of the current Electrical System.

The objective of the infrastructure project is to provide safe, adequate, reliable, efficient, and effective collection of storm water and wastewater facilities, construction of roads and sidewalks, water supply, fire hydrant and other utilities. Infrastructure services are to be provided in an economically and environmentally sustainable manner in terms of both treatment and distribution.

The goal will be achieved through the following main objectives:

i.      Performing site surveys to provide complete and accurate site plans, existing conditions, plans and other similar documentation of existing conditions.

ii.      Land distribution delivery systems with sufficient capacity to supply current and future demands.

iii.     Design efficient infrastructure for Yassen Khrebit Area by qualified D&B Contractor using international standards and latest technologies considering the projected average rate of population growth till 2040

iv.     Ensure high quality of works during the execution stages and the selection of qualified D&B Contractor.

v.     Adopting automation in control and operation the utilities and Pumping Stations using PLC and SCADA.

vi.     Improvement of urban environment, including adaptation to the impacts of climate change and energy conservation.

The required  specifications:

1-  The D&B Contractor should have a minimum of Fifteen (15) years of Design and Build experience to undertake those tasks associated with the design for the Infrastructure Sewage Project.

2-  Provision of evidence of previous operations (list of 5 projects as a minimum completed to date) similar in scope & complexity, and costing not less than Two Hundred Million US Dollars (USD 200,000,000).  

3-  The D&B Contractor should have demonstrated strength in sourcing funding for projects of similar nature.  It is of outmost importance that the contractor submits the required documentation to support the financial capabilities and to provide a three (3) year financial audited statement supporting his financial capabilities with a reference letter from a bank stating willingness to grant a credit of a minimum of One Hundred Million US Dollars (USD 100,000,000) in order to carry out such project

4-  Availability and strength of committed not less than 50% Foreigner personnel and Organizational Staffing Plan to accomplish the goals and objectives of the project.

5-  The proponent should be registered with the Governorate of Basra and is required to maintain all licenses and permits up to date.

6-  Demonstrate and maintain a corporate safety program and culture and conduct business in accordance with a document Quality Management System that is compliant with the principles of ISO 9001:2008 or preferably is accredited by ISO.

7-  The D&B Contractor shall be able to complete the project within the time period estimated of (20) months from the day of signing the contract.

SUBMISSION GUIDELINES

Interested parties shall submit a letter stating their interest and a detailed summary of their qualifications to be filled, signed and stamped the attached prequalification form, highlighting their compliance with the above listed capabilities along with the generic company profile and details of similar works executed.  Firms may request to be qualified alone, or in consortium with other firms.  If the Expression of Interest is from a consortium of firms, the following information on all firms making up the consortium must be provided, it must be clearly indicated which firm is the lead firm of the consortium, and the nature of the consortium arrangement should be specified, including a consortium letter of agreement signed by all firms.

Application for Expression of Interest (EOI), accompanied by the above listed documents should be forwarded in sealed envelope and must be clearly marked “Expression of Interest for a Design and Build of Infrastructure Services of Yassen Khrebit Area in Governorate of Basra - Iraq”

In case that the above mentioned conditions are not obtainable  , the submitting company is rejected. In case  they are available , the following additional requirements should be presented:   

-The company full name and CV.

-The field of exact specialization 

-The documents of registration and accreditation.

-Description of previous experience in Design &    Build of similar projects .

-Experience in of infrastructure Design & Build projects in Iraq or outside Iraq (if any) .

- The CV of the specialist technical staff

Hill international Company will study and evaluate these qualifications for all the submitting companies. Then, the best companies will be  chosen and written in the tender shortlist  , knowing that the last date for submitting expression of  interest requirements   is July /10^th  / 2014 .
