في اطار برنامج محافظة البصرة لتطوير المدينة ، تسعى محافظة البصرة للحصول على طلبات ابداء الاهتمام من المقاولين المؤهلين للمشاركة في مقاولة التشغيل والصيانة لنظام وشبكات الصرف الصحي والامطار لمنطقة الحيانية )الإطلاع على الشكل رقم 1) بمحافظة البصرة لمدة ثلاث سنوات بما يتطابق مع المعايير العالمية للجودة النوعية والسلامة و الرموز البيئية المعمول بها.
يشمل نطاق المشروع تشغيل وصيانة شبكات مياه الصرف الصحي والامطار بشكل منفصل مع محطات الضخ بالاضافة الى استبدال الاجزاء الميكانيكية والكهربائية الخارجة عن الخدمة . بعد استلام رسالة ابداء الاهتمام استجابةً لهذه الدعوة، سيتم إجراء تقييم أولي للأطراف وسيتم وضع قائمة قصيرة. سوف يستند هذا التقييم الأولي على المعايير المذكورة أدناه من هذه الدعوة لإبداء الاهتمام.
سيتحمل المشاركين مسؤولية أي نفقات تم تكبدها في الاستجابة لطلب ابداء الاهتمام، والشروط ممكن تغييرها أو الغائها من قبل محافظة البصرة في أي وقت. بغض النظر عن طبيعة أو مضمون الردود التي استُلمت، محافظة البصرة و/ أو هيل انترناشيونال ليست ملزمة بإضافة اي من المشاركين إلى قائمة المتقدمون لهذا العمل، ومن ثم دعوته ضمن مرحلة طلب تحديد الاسعار ، أو منح عقد للخدمات الموضحة في طلب ابداء الاهتمام الحالي.
بيان الهدف و نطاق العمل : تقع منطقة الحيانية في الجزء الغربي من مدينة البصرة، مجموع المناطق التي تخدمها ضمن هذا المشروع تقريبا 16.8 كم2
العمل يعتمد على إعداد دراسة كاملة للشبكة واجراء مسح كامل للشبكة على مستوى المنطقة لتقدير واقع حال الشبكة الحالية لامكانية تقديم دراسة كاملة لشرح طريقة الصيانة والتشغيل للشبكة والخدمات التى سوف تقوم بها الشركة مع الاسترشاد بجداول الكميات التى سوف يتم ارفاقها مع طلب العروض لاحقا
الهدف من المشروع هو توفير الكادر الفنى والمعدات والاليات الحديثة اللازمة وقطع الغيار ( وأية وسائل ضرورية أخرى ) طبقا للمعايير الدولية التى تحقق اقصى كفاءة للتشغيل والصيانة . سوف يتم تحقيق الهدف من خلال الاغراض الرئيسية التالية: 1- أداء المسح الموقعي لتوفير خطط كاملة ودقيقة للموقع، الاوضاع والخدمات الحالية والمخططات والوثائق الأخرى المماثلة للاوضاع الحالية. 2- انظمة توزيع وتوصيل الخدمات للمناطق المختلفة مع بيان القدرة الكافية لتوفير الاحتياجات الحالية والمستقبلية 3- ضمان الجودة العالية للأعمال خلال مراحل التشغيل والصيانة للمقاولين المؤهلين O&M. 4- تحسين البيئة الحضرية، بما في ذلك التكيف مع تأثير تغير المناخ وحفظ الطاقة. D&B معايير المقاولين: محافظة البصرة تدعو لأبداء الاهتمام لخدمات عقود التشغيل والصيانة من المقاولين المؤهلين ذوي الخبرة، والشركات المؤهلة، والسمعه المعتبرة، المشهود لهم دولياً، والقادرة مالياً التي تناسب المعايير التالية؛
أ)يجب أن يكون لدى المقاول خبرة لا تقل عن خمسة عشر (15) عاما من اعمال التشغيل والصيانة بمشاريع مرتبطة باعمال البنى التحتية والتي تتضمن على سبيل المثال لا الحصر تشغيل وصيانة محطات رفع وضخ وشبكات الصرف الصحى والامطار . ب) تقديم أدلة من الاعمال السابقة (قائمة من 5 مشاريع كحد أدنى أنجزت حتى الآن) مماثلة في النطاق واكثر تعقيداً ، ولا تقل كلفة كلا منها عن خمسة مليون دولار أمريكي (5,000,000.00 دولار أمريكي). (ارفاق نسخ من خطابات وشهادات الاحالة وشهادات الانجاز الناجح وخطابات المرجعية المدعومة).
(ج) على مقاول التصميم والتنفيذ أن يثبتت كفائته المالية في تمويل المشاريع ذات الطبيعة المماثلة. فإنه من الأهمية القصوى أن يقدم المقاول الوثائق المطلوبة لدعم القدرات المالية وتقديم الحسابات الختامية لثلاث (3) سنوات الاخيرة ودعم القدرات المالية له برسالة مُرجعيه من البنك تفيد بكفاءته المالية وكحد أدنى ثلاثة مليون دولار أمريكي ( 3,000,000.00دولار أمريكي) من أجل تنفيذ مثل هذا المشروع. (د) المقاولون يجب أن يكونوا مسجلين مع محافظة البصرة وان تكون جميع التراخيص والتصاريح صالحة ومجددة حتى الآن. (ه) اتباع برنامج السلامة والمحافظة عليه وان يتم تنفيذ الاعمال بموجب وثيقة نظام إدارة الجودة بما يتوافق مع مبادئ ISO 9001:2008 أو يفضل أن يتم اعتمادها برنامج الشركة التنفيذي من قبل الأيزو. (و) يجب على المقاول ان يكون قادراً على استكمال الفترة الزمنية للتشغيل والصيانة المقدرة بـ (36) شهرا من يوم توقيع العقدبشكل متكامل أو منفردا بمعدل 12 شهرا قابلة للتجديد بموافقة رب العمل . ارشادات التقديم : يجب على الأطراف المهتمة تقديم رسالة تفيد اهتمامهم وملخص مفصل لمؤهلاتهم المطلوبة من خلال ملئ وتوقيع وختم استمارة التأهيل المرفقة، تسليط الضوء على مطابقتها للقدرات المذكورة أعلاه جنباً إلى جنب مع بيانات الشركة العامة وتفاصيل الأعمال المماثلة المنفذة. ينبغي إرسال طلب ابداء الاهتمام (EOI)، مصحوبا بالمستندات المذكورة أعلاه في ظرف مختوم، ويجب أن تكون وضعت بشكل واضح " طلب ابداء الاهتمام لعقد من نوع تشغيل وصيانة شبكات الصرف الصحى والامطار ومحطات الرفع لمنطقة الحيانية في محافظة البصرة-العراق "إلى: - *" محافظة البصرة'' *الأمين *لجنة مناقصات العقود الرئيسية يجب أن يتم استلام جميع الطلبات في المكتب أعلاه في موعد لا يتجاوز (12) يوم من تاريخ هذا الاعلان.
الحق في قبول أو رفض أي أو جميع التطبيقات: محافظة البصرة تحتفظ بحقها في تحديث أو تعديل أو استكمال متطلبات، أو إلغاء دعوة ابداء الاهتمام هذه أو عملية استدراج العروض في أي وقت. تحتفظ محافظة البصرة الحق في قبول أو رفض أي من أو جميع الطلبات، وتأهيل أو استبعاد اي أو جميع الطلبات المقدمة لدعوة ابداء الاهتمام. تقديم اجابة لهذه الدعوة ابداء الاهتمام لا يضمن تلقائيا أن الطرف المتقدم ان ياخذ بالاعتبار وصل طلب متطلبات العرض (RFP) عندما أصدر ولن تكون محافظة البصرة ملتزمه على تقبل أي مطالبة بالتعويض عن نفقات فيما يتعلق لإعداد EOI’s و تقديمها.
محافظة البصرة تحتفظ لنفسها بالحق في رفض أي طلب EOI إذا: (أ) في أي وقت، تم تحريف للمواد أو كشفها، أو
(أ) عدم استجابة المقاول فورا للاطار الزمني المحدد. ان مثل هذا التحريف و / أو اجابات غير ملائمة تؤدي إلى تنحية المقاول. محافظة البصرة سوف لن تكون مسؤولة عن فقدان أو عدم استلام أو تأخير في استلام أي طلب التأهيل المسبق تم أرساله عن طريق البريد أو البريد السريع.
وان عدم توفر الشروط اعلاه يعتبر المتقدم مرفوضاً ،وفي حال توفرها تقدم المتطلبات الاضافية التالية: تعريف بمقدم العطاء ويتضمن: - الاسم والسيرة الكاملة للشركة - مجال الاختصاص الدقيق - وثائق التسجيل و الاعتماد - وصف الخبرة السابقة في التصميم والتنفيذ لمشاريع مماثلة - الخبرة في التصميم والتنفيذ لمشاريع البنية التحتية في العراق (ان وجدت) - كادر الاختصاص الفني مع السيرة الذاتية

Subject Project: the Operation and Maintenance of Waste Water , Storm Water Networks and Pump Stations of Al Hayania Area in Governorate of Basra.
Under its programme for the development of the of Basra, Basra governorate is requesting and Expressions of Interest (EOI) from qualified Bidders to participate in undertaking the Operation and maintenance of waste water network, storm water network and pump stations for Al Hayania area (See Figures No. 1) in Basra Governorate for three years in compliance with the applicable international practiced quality, safety and environmental codes and Standards.
The project scope includes in operation and maintenance of the networks of storm water and wastewater individually with their pump stations in addition to the required replacement for the electro-mechanical parts.
Following the receipt of the Expression of Interest in response to this call, a preliminary evaluation of the parties will be conducted and a short listing will be developed. This preliminary evaluation will be based on the criteria noted below of this invitation for Expression of Interest.
Bidders shall be responsible for any expenses incurred in responding to the EOI, the terms of which are subject to change or cancellation by Basra Governorate at any time. Notwithstanding the nature or content of responses received, the Governorate of Basra and/or HILL International are not obliged to add any proponent to the Bidders list for this work, to proceed with a Request for Quotation (RFQ), or to award a Contract for the services described in this EOI.
STATEMENT OF PURPOSE & SCOPE OF WORK:
Al Hayania area is located at the West part of Basra city. The total served areas is approximately. 16.8 km2 The work foresees the preparation of a study, survey for the current situation of the networks and to submit a comprehensive study for the proposed operation and maintenance for the waste water sewage network, Storm water networks and pumping stations. In addition to the BOQ which will be attach with the RFP as reference only. The goal of the project is to provide technical staff, the necessary modern equipment and machineries and spare parts (and any other necessary means) according to international standards that achieve maximum efficiency of operation and maintenance
The goal will be achieved through the following main objectives: i. Performing site surveys to provide complete and accurate site plans, existing conditions, plans and other similar documentation of existing conditions. ii. Land distribution delivery systems with sufficient capacity to supply current and future demands. iii. Ensure high quality of works during the operation and maintenance and the selection of qualified O&M Contractor. Improvement of urban environment, including adaptation to the impacts of climate change and energy conservation.
D&B CONTRACTORS CRITERIA: The Governorate of Basra invites Expressions of Interest for D&B Contract Services from qualified, experienced, reputed, internationally acclaimed, and financially capable Contractors which fits the following Criteria;
(a)The D&B Contractor should have a minimum of Fifteen (15) years of O&M to undertake those tasks associated with the Infrastructure Sewage Projects which will include O&M for the waste water and storm water pumping and lift stations with sewage and Storm Water Systems and Networks.
(b)Provision of evidence of previous operations (list of 5 projects as a minimum completed to date) similar in scope & complexity, and costing not less than five Million US Dollars (USD 5,000,000). (Copies of letters of award & successful completion certificates and supporting reference letters should be attached).
(c)The O&M Contractor should have demonstrated strength in sourcing funding for projects of similar nature. It is of outmost importance that the contractor submits the required documentation to support the financial capabilities and to provide a three (3) year financial audited statement supporting his financial capabilities with a reference letter from a bank stating willingness to grant a credit of a minimum of three Million US Dollars (USD 3,000,000) in order to carry out such project.
(d)The proponent should be registered with the Governorate of Basra and is required to maintain all licenses and permits up to date.
(e)Demonstrate and maintain a corporate safety program and culture and conduct business in accordance with a document Quality Management System that is compliant with the principles of ISO 9001:2008 or preferably is accredited by ISO.
(f)The O&M Contractor shall be able to complete the project within the time period estimated of (36) months from the day of signing the contract or separate one year contract can be renewable by the client.
SUBMISSION GUIDELINES Interested parties shall submit a letter stating their interest and a detailed summary of their qualifications to be filled, signed and stamped the attached prequalification form, highlighting their compliance with the above listed capabilities along with the generic company profile and details of similar works executed.
Application for Expression of Interest (EOI), accompanied by the above listed documents should be forwarded in sealed envelope and must be clearly marked “Expression of Interest for Operation and Maintenance or sewer and storm networks and pump stations in Al Hayania Area in Governorate of Basra - Iraq” to the:-

All submissions must be received at the above Office not later than two (2) weeks from the date of this publication.
RIGHT TO ACCEPT OR REJECT ANY OR ALL APPLICATIONS The Governorate of Basra reserves the right to update, amend or supplement the requirements of, or cancel this Invitation for Expression of Interest or the solicitation process at any time. Basra Governorate reserves the right to accept or reject any or all submissions, and qualify or disqualify any or all submissions made to this Invitation for Expression of Interest. Submitting a response to this Invitation for Expression of Interest does not automatically guarantee that the submitting party will be considered for receipt of the Request for Proposal (RFP) when issued nor will Basra Governorate be under any obligation to entertain any claim for expenses in relation to the preparation and of the EOI’s for submissions.
The Governorate of Basra reserves the right to reject any EOI application if: (a)At any time, unapproved material used , or (b)The Contractor does not respond promptly and by the designated time frame.
Such misrepresentation and/or improper responses would lead to the disqualification of the Contractor. The Governorate of Basra shall not be responsible for the loss or non-receipt or delay in the receipt of any pre-qualification application sent by post or courier.
In case that the above mentioned conditions are not obtainable , the submitting company is rejected. In case they are available , the following additional requirements should be presented: - The company full name and CV. -The field of exact specialization -The documents of registration and accreditation. -Description of previous experience in Design & Build of similar projects . -Experience in of infrastructure Design & Build projects in Iraq or outside Iraq (if any) . - The CV of the specialist technical staff .
Hill international Company will study and evaluate these qualifications for all the submitting companies. Then, the best companies will be chosen and written in the tender shortlist , knowing that the last date for submitting expression of interest requirements is August /14th / 2014 .
