الموضوع :طلب ابداء اهتمام لمشروع تصميم و تنفيذ مدارس متعددة , روضات, ابتدائية, متوسطة وثانوية و مجمعات تعليمية بمستوى الثانويات في محافظة البصرة و حسب خطة 2014
في اطار برنامج محافظة البصرة لتطوير المدينة , تدعو محافظة البصرة كافة الشركات العراقية و العربية والاجنبية من ذوي الخبرة والاختصاص في تصميم وتنفيذ المدارس متعددة الانواع ( روضات, ابتدائية, متوسطة ،ثانوية ومجمعات تعليمية) لتقديم بياناتكم عبر محافظة البصرة و شركة هل انترناشيونال(Hill International) يتضمن نطاق العمل للمشروع (ولكن لا يقتصر على ) التخطيط والتصميم و التنفيذ و توريد المواد اللازمة و التشغيل والاختبار . سوف يشارك الشركات المؤهلة بعقد من نوع تصميم وتنفيذ. ان الهدف الاساسي للمحافظة من هذا المشروع هو توفير مدارس حديثة و على مختلف المستويات التعليمية و ذلك لخدمة و تسهيل عملية تعليم الأجيال الجديدة من الطلاب في محافظة البصرة و ضمن خطة عام 2014.
المواصفات المطلوبة 1- يجب ان لا تقل خبرة المقاول عن خمسة عشر عاما من اعمال تصميم وتنفيذ بمشاريع المدارس متضمنا اعمال التصميم و التنفيذ و على الاقل قد نفذ و بنجاح خمسة من المشاريع المماثلة في السنوات الخمس الماضية , كلا وفق مفهوم التصميم المقترح و المتطلبات ذات العلاقة و المواد, على ان لا تقل كلفة كلا منها عن مائة مليون دولار امريكي (100,000,000) دولار امريكي مع (ارفاق نسخة من خطابات وشهادات الاحالة و شهادات الانجاز الناجح و خطابات المرجعية المدعومة. 2- على مقاول التصميم و التنفيذ ان يثبت كفاءته و إمكانياته المتوفرة لتوفير و تركيب معمل انتاج خرسانه مسبقة الصب في محافظة البصرة و خلال مدة اقصاها شهرين 3- على مقاول التصميم و التثبيت ان يثبت كفاءته المالية في تمويل المشاريع ذات الطبيعة المماثلة , حيث ان على المقاول تقديم الوثائق المطلوبة لدعم القدرات المالية و تقديم الحسابات الختامية للسنوات الثلاث الاخيرة و دعم القدرات المالية له برسالة مرجعية من البنك تفيد بكفاءته المالية و كحد ادنى خمسين مليون دولار امريكي (50,000,000) دولار امريكي من اجل تنفيذ المشروع 4- توفير و تأكيد تواجد الايدي العاملة و الافراد الاجانب الملتزمين بالعمل مع المقاول مع خطة توظيف منظمة لتحقيق اهداف وغايات المشروع. 5- اتباع برنامج السلامة والمحافظة عليه و ان يتم تنفيذ الاعمال بموجب وثيقة نظام ادارة الجودة بما يتوافق مع مبادئ 9001:2008 او يفضل ان يتم اعتمادها برنامج الشركة التنفيذي من قبل الايزو ستقوم شركة هل انترناشيونال ( Hill international) بدراسة هذه المؤهلات و لجميع الشركات المتقدمة و سيتم اختيار افضل الشركات ووضعها ضمن القائمة المختصرة للمناقصة علما بان اخر موعد لتقديم بيانات ابداء الاهتمام هو 2/6/2014

Subject: Expression of interest(EOI) for the Design and Build of Various schools, kindergarten , elementary, middle and educational and educational compound type school to include middle and high levels for governorate of Basra including 2014 plan
Within Basra Governorate program to develop the province, Basra Governorate invites all the Iraqi, Arabian and Foreign specialist companies in Design and Build schools of different kinds(kindergarten, elementary, middle and to submit their data information via Basra Governorate office and Hill international . The scope of the project includes (but it is not limited) planning , designing ,implementing and importing the needed materials for operating and testing .The prequalified contractors will participate in a Design & Build contract .The Governorate basic aim of this project is to provide modern schools of different educational kinds for the purpose of serving and felicitating the progress of educating the new students' generations on Basra Governorate within their plan for 2014.
The required specifications 1-The contractor should have no less than 15 years' experience in the works of design& build similar projects , or at least he implemented successfully five of similar projects in the five past years , both of the same proposed design and the related requirements and materials, on the condition that the cost of each of which should be no less than one hundred USD (100,000,000$)(Attaching a copy of certificates, awarding documents and supporting references) 2- The design and build contractor should prove his capability and available capacities to provide and construct a full precast factory and plant to be installed in Basra within 2 months' time . 3- The D& B should have demonstrated strength in sourcing funding for projects of similar nature .It is of outmost importance that the contractor submits the required documentation to support the financial audited statement supporting his financial capabilities with a reference letter from bank stating his financial capability with a minimum of fifty million US dollars (USD 50,000,000) in order to carry out such project 4- Availability and strength of committed foreigner personnel and organizational staffing plan to accomplish the goals and objectives of the project 5- Demonstate and maintain a corporate safety program and culture and conduct business in accordance with a document Quality Management system that is compliant with the principles of ISO 9001:2008 or preferably is accredited by ISO. Hill international Company will study and evaluate these qualifications for all the submitting companies.
